YORBA STREET ON-STREET PARKING REQUEST
RECOMMENDATION:
That the Tustin City Council, at their meeting of May 2, 1983, authorize the
restriping of Yorba St. between Seventeenth St. and Norwood Park Place as shown on
the attached drawing to provide on-street parking along the westerly side of Yorba
St. and approve a supplemental budget appropriation in the amount of $4,850 for
same to Account No. 2912.
BACKGROUND:
During June of 1982, the City Council considered a previous request for on-street
parking on Yorba St. between Vandenberg Lane and Norwood Park Place and denied
same.
Staff has received another request to implement on-street parking along Yorba
Street in the same general vicinity as previousl.y requested from the following
businessmen:
Tom Rossi, 14181Yorba St.
Scott Souders, 14211Yorba St.
Richard Simonian, 14101 and 14131Yorba St.
Mr. Rossi had made the previous request for on-street parking, Mr. Souders is the
new owner of the building at 14211Yorba, and Mr. Simonian has just begun to
experience a parking problem related to his office complex at 14101 and 14131
Yorba Street.
Previous requests had included the option of on-street parking for both sides of
YOrba St., which would require the elimination of the protected left turn pockets
or very substandard travel lanes and left turn pockets, and substandard parking
lanes.
These three businessmen have also requested the following:
1. Installation of a crosswalk across Yorba St. at Vandenberg Lane.
2. Installation of a traffic signal or stop signs at the Yorba St. and
Vandenberg Lane intersection.
As indicated in previous discussions on this matter, the intense uses of the
office space such as escrow offices, insurance offices, and personnel agencies
impact the existing parking spaces. Perhaps the City's parking requirements for
office use requires re-evaluation.

DISCUSSION:
Staff has again reviewed this request for on-street parking along Yorba St. and
has delineated a plan to provide on-street parking on the westerly side of Yorba
St. only. This plan provides for the following:
One 12 foot and one 11 foot travel lane in each direction
One 10 foot wide continuous median/left turn pocket
One 8 foot wide parking lane along the westerly side of Yorba Street
This plan is delineated on the attached drawing.
This striping plan is not the most desireable with respect to lane widths and
roadway curvature; however, this layout will provide a substandard, but acceptable
travelway~
The estimated cost for removal of existing striping and restriping is $4,850.00.
If this work is authorized, it will be necessary to approve a supplemental budget
appropriation in that amount.
This restriping plan will require the removal of an additional 65 Lin. Ft. of
on-street parking on the easterly side of Yorba St. adjacent to 14332 Yorba St.
A crosswalk has been shown schematically on the attached drawing. Staff does not
recommend that a crosswalk be installed until such time either a stop sign or
traffic signal is installed. Visibility at this intersection is too impaired and
a painted crosswalk would only provide a false sense of security to the
pedestrian.
A warrant study was performed for the requested stop sign installation on Yorba
St. at Vandenberg Lane. This intersection did not satisfy the standard warrants
for a three-way intersection per the Caltrans Traffic Manual. Any stop sign
installation at this intersection should be accompanied by a flashing red light
that will provide advanced warning to the stop signs. This flashing light is
necessary due to the location of the intersection within curvature of the roadway
and the resultant impaired visibility of the intersection for motorists on Yorba
St. The estimated cost of the advanced warning light is $11,200.00
The installation of a traffic signal at this intersection is not warranted at this
time. Again, the warrants per the Caltrans Traffic Manual have not been satisfied
for this intersection. The estimated cost for a traffic signal at Yorba St. and
-L-am'q~Lane is $75,000.00.
