board sign for the Barn Restaurant at the corner of Redhill
Avenue and Moulton Parkway
BACICGROUND & DISCUSSION
Mr. Calvin McCollum's request for additional signing is not consistent with
the provision of Sign Ordinance No. 684 which does not authorize
supplemental (reader boards) signing in excess of 10 square feet.
Article VII, Section 1 of the Sign Code allows the City Council to grant
authorization for signs which are not within the purview of the standards
and criteria established by this Ordinance, due to unusual circumstances
related to the development, activity, or location of the proposed signing,
subject to any of the following criteria:
Subject property is developed with structural setback more than two
times the minimum front setback requirement of the district.
Subject property frontage is at least 75% of the minimum frontage
requirements for like signing.
Proposed signing does not exceed more than one in number nor more
than 15% in area of the aggregate size of signs authorized by the
criteria of the district.
The restaurant currently has one double-face monument sign (32 square-feet)
located near the corner. The minimum building setback requirement from
Redhill Avenue is fifteen feet (15'). The restaurant has been developed
forty-four (44') from this street right-of-way.
Previous City approvals for reader board signs of a similar nature have
included:
Curtain Call Theatre (256 square feet) to advertize plays being
presented {use permit) ·
Silver Fox restaurant (75 square feet) to advertize acts being
presented in a dinner house.

These approvals reflect the City's view that entertainment businesses which
depend on a variety of presentations to be successful require a greater
degree of advertising flexibility than other businesses.
FINDINGS & CONCLUSIONS
The building being located 44' feet from Redhill Avenue is more than two
times the minimum front setback requirement of the Zoning Code and
therefore the request qualifies under Article VII, Section 1.1 of the
Sign Code.
2. At 50 square feet, the reader board area is 22% less than a business
identification sign allowed by code.
The reader board will be used in part to advertise the entertainment to
be provided. The City has recognized the need of entertainment-oriented
business to inform the public of the change in performances.
The external globe light bulbs are not in conformance with sign code
design provisions and therefore should not be considered for approval.
The 800 MA lighting intensity also exceeds code requirements and should
be reduced to authorized levels.
RECOMMENDED ACTION
Approval, by Minute Order, of the sign as submitted, subject to the
following conditions:
1. The sign shall not contain exposed globe light bulbs as was requested.
2. The lighting intensity shall be modified to bring the output into
conformance with sign code limitations.

Enclosed are 10 (ten) copies of blueprints, as you, requested
for a reader board sign for The Barn Restaurant and Saloon
at 14982 Redhill Ave. in the south end of Tustin.~
I feel this sign is a vit~l missing link in my business. All
of my major competitors, in the area, have this type of sign,
which I lack and very much need.
The sign I purpose would support my business greatly due to the
constant change in entertainment groups and special events for
food and holidays. The purposed sign is in good taste and would
not interfere with the esthetic of the local area and our buildin~
which is located in the industrial manufacturing outskirts of
the city.
As you can also see by the enclosed pictures, that we have a
very minimal amount of signs in the area. The sm~ll monument
sign in the front of the restaurant is a very minimal amount of
sign area allowed for the restaurant. This sign would also help
eliminate the use of temporary banner signs that we have used
in the past.
