BACKGROUND & DISCUSSION
The Planning Division has received a preliminary site plan for the addition
of storage areas (1,024 square feet) to a florist shop and jewelry store
located in the small shopping center at the southeast corner of Sixth
Street and E1Camino Real. This proposal is being presented to the
Commission as an information item as required by a policy established by
the Planning Agency. This development is located in the Redevelopment
Area.
In conjunction with the building expansion, the proposal calls for the
re-striping of the parking lot to accommodate the increased parking demand
as required'by the Zoning Code, the addition of a trash enclosure at the
southeast corner of the site and the addition of planters adjacent to
driveways on Sixth Street and on E1 Camino Real.
The proposed parking count satisfied the minimum requirements of the Zoning
Code and the modified areas of the parking lot satisfy current development
standards. Further improvements which staff believes are needed and are
justifiable based on the extent of building improvements including the
following:

The repair and visual improvement of the chain link fence along the east
property line. Redwood or wood-colored metal slats are under
consideration.
b. The finishing of the side and rear building areas to match the building
elevations of the addition.
The center is divided into two parcels and some of the parking spaces
designated for use by the florist and jeweler are located on the larger
parcel. In addition, the property line divides the existing restaurant
structure, which is a violation of building code provisions. As a
result, the property line should be removed or the properties held as
one by the recordation of a covenant to tie the parcels together. The
parcels are presently owned by members of the same family and such an
agreement should not be difficult to execute.
A fire detection system may be required. This provision will be
dependent upon the structural characteristics of the complex. If the
center is considered one building, as defined by the building and fire
codes, a fire detection system will be required by law.

The Engineering Department has suggested that the closure of one of the
driveway aprons on E1Camino Real would aid traffic circulation. However,
the situation is not sufficiently critical to require the modification at
this time.
At the April 11, 1983 meeting, the Planning Commission reviewed the
proposal and concurred with staff recommendations as contained in
paragraphs "A", "B". The situation relating to the property line has come
to light since the Commission meeting.
RECOI~ENDED ACTION
By Minute Order, approve the addition and site plan modifications with
staff recommendations as contained in paragraphs "AI', "B", "C" and "D".
