HomeMy WebLinkAboutRPT 2 BULLET TRAIN 04-04-83DATE: MARCH 29, 1983 REPORTS No. 2 TO: WILLIAM HUSTON, CITY MANAGER FROM: BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS~CITY ENGINEER SUBJECT:BULLET TRAIN - ~ONTHLY REPORT This initial monthly report will recap the sequence of events to date regarding the subject Bullet Train as follows: Feb. 10, 1983 - Staff attended the first Technical Information Exchange meeting at Fluor Corporation. The subject of this meeting was '~idership Forcasts". Feb. ii, 1983 - Feb. 15, 1983 - March 3, 1983 - March 7, 1983 - March 18, 1983 - Public Hearing on High Speed Rail Service in Southern California was attended by staff. Certified minutes of this hearing have been requested from Bruce Young's office, but no response has been received. A community meeting was held by American High Speed Rail Corporation at Columbus Tustin School. City Council and staff were in attendance as was approximately 500 residents. Staff met with officials of American High Speed Rail Corporation to outline the City's concerns and establish a preliminary schedule for the project's progress. Conceptual profiles for the portion of the alignment through Tustin is tentatively scheduled for the last of April, 1983. City Council retained the consultant services of Engineering-Science to monitor and evaluate the Bullet Train project for the City. Staff and the consultant attended the second of three hearings in San Diego on the subject of High Speed Rail Service in Southern California. March 18, 1983 - March 31, 1983 - Staff and the consultant attended the Technical Information Exchange Meeting No. 2 in San Diego. Subject of this meet was '~nticipated Environmental Process for the Proposed California High Speed Rail Service". A meeting has been scheduled for this date with staff and a representative of the Public Utilities Commission. It is the intention of the P.U.C. to inform the City of the Commission's role in the Bullet Train project. A further report will be available once this meeting has been held. Content of Testimony 2. Prepared Testimony 3. Designated Representative BACKGROUND: Assemblyman Bruce Young has scheduled three public hearing on "High Speed Rail Service in Southern California". Two of the hearings have been held as follows: February 11, 1983 - - - March 181 1983 Los Angeles San Diego The third meeting is scheduled for Santa Ana on April 22, 1983. DISCUSSION: This third hearing will provide the City with the opportunity to testify with some constructive and inquisitve testimony on the Bullet Train project. It is suggested that a prepared testimony be utilized and read directly from the script. It is suggested that this testimony be prepared by the consultant and presented by either a Councilperson or the City Attorney's office. Time is starting to become a problem, in that from the date of this memo, there is only 3 1/2 weeks until the date of the hearing. The City should request a place on the April 22nd agenda. It is assumed that when a request is made to be placed upon the agenda, that a designated representative will have to be announced.
