CITY COUNCIL HELD ON MONDAY EVENING
MAY 7, 1951, AT 7:30 P. M., AT THE
CITY HALL
COUNCILMEN PRESENT: Vincent L. Humeston, Frank E. Bacon,
J. Roy Teter, William I. Miller and
William H. Gray.
COUNCILMEN ABSENT: None
CITY ATTORNEY: C. ARTHUR NISSON, Jr., was present.
The meeting was called .to order by Mayor Humeston
at 7:30 P. M.
Minutes of the previous meeting were read and ap-
proved.
COURT REORGANI- The matter of the court reorganization was brought
ZATION DISCUSSED up and discussed at length. A letter from Mr. J.
N. Morris, of Tustin, was read by Mayor Humeston
in which Mr. Morris expressed disapprovaI of the
proposal to remove the Court from Tustin and stated
his reasons. On motion of CounciIman Teter, seconded
by Councilman Gray and duly carried, Mayor Humeston
was requested to protest to the Orange County Board
of Supervisors in regard to the consolidation of
the Tustin Township Court wilth Santa Ana and Orange
on the grounds that it takes away local control
over problems which are primarily of concern to this
locality which is basically rurel in nature.
Council instructed City Attorney Nisson to prepare
Resolution No. 285 as an official protest regarding
the proposed Court consolidation and removal of Tus-
tin Township Court for presentation to the Board of
Supervisors.
Resolution No. On motion of Councilman Miller, seconded by Coucil-
286 Adopted man Gray and duly carried, Resolution No. 286 Au-
thorizinng the Mayor and City Clerk to sign a con-
tract and bond with the Sully-Miller Co., for Pro-
ject 16, the improvement of C Street, was adopted.
A Change Order relating to Project 16, dated April
23, 1951, was approved on motion of Councilman Miller,
seconded by Councilman Teter and duly carried.
On motion of Councilman Miller, seconded by Council-
man Teter and carried, City Engineer McBride was au-
thorized to sign Project Statement No. 1 for the ac-
cumulation of Gas Tax Funds in the amount of $3,503.00
for expenditure at a later date.
STREET LIGHTS Street Superintendent. McMuIlen 'stated that residents
REQUESTED FOR of Lockwood Park Place have requested that at least
LOCKWOOD PARK two street lights be placed where needed on that
PLACE street.
Police Chief McMullen informed the Council that he
had contacted Joe Ojeda, President of the Chamber of
Commerce, regarding the Chamber of Commerce signs at
the West and South ends of the City and that
Ojeda stated that the Chamber would be glad to pre-
sent the signs to the City and that the operational
costs would be about $14.00 per month. On motion of
Councilman Miller, seconded by Councilman Teter and
carried, the matter was tabled for the present.

COUNCIL BUYS Mayor Humeston brought up the matter of the purchase
ANOTHER of a new PoIice Car. Councilman Bacon presented a
POLICE CAR bid from George Dunton, of Santa Ana, offering a new
Ford Forder Sedan at a price of $750.00 plus sales
tax and trade-in allowance on the old car; also a
bid from McCoy Motors, of Anaheim, offering a new
Ford Forder Sedan at a net price of $504.21, in- in-
cluding sales tax and trade-in allowance on the old
car. Also a bid of McCoy Motors, of Anaheim, of
$1,774.21 net, offering a new Ford Forder Sedan
without trade-in of old car. On motion of Council-
man Bacon, seconded by Councilman Miller and duly
carried, it was decided to keep the present Ford
Police Car and to accept the McCoy Motors bid of
$1,774.21 for the purchase of a new car.
On motion of Councilman Gray, seconded by Councilman
Miller and duly carried, the Fire Department was
authorized to partition the stall next to the City
Truvck Garage at their own expense for, the use of
Fire Department equipment, that O. C. Phillips park
his car in the Truck garage when not occupied by
the City Truck and that the City Clerk be assigned
the middle stall in the shed.
The following bills were presented, approved and or-
dered paid on motion of Councilman Teter, seconded
by Councilman Miller and duly carried.
