Purchase of Computer Equipment
Recommendation:
Award bid per specifications for computer hardware to
Hewlett-Packard for $27,141.30.
Award bid per specifications for computer software to Bradford
Business Systems, Inc. for $10,070.00.
Bid Process:
Our bid process allowed each vendor to bid on hardware, and
software packages separately and collec, tively. As a result, we
are able to obtain the best system by having one vendor,
Hewlett-Packard', supply hardware at $27,141, and another vendor,
Bradford Business Systems, Inc-., ~upply software at $10,070.00,
for a grand total of $37,211.30. Other bid amounts and vendors
are attached.
The original estimate on this project was $29,800, but due to the
loading of water billing on the computer, we must enhance its
memory and data ports to maximize the computer's present
capabilities. This enhancement the added $7,411.30 to this bid
award. It will increase the timely response to queries and
information analysis by both the Finance Department and the Police
Department.
Background:
Money was allocated in Fiscal Year 82-83 revenue sharing accounts
for purchase of computer equipment necessary to continue
implementation of the department's electronic data processing
systems. This equipment includes three terminals, two letter
quality printers, word processing software, and memory
enhancements to the central processing unit necessary to allow
utilization of the system in a quick efficient manner.
The department currently has one terminal for data/6ntry
retrieval. Proper utilization of existing POSSE-CASS police files
mandate a minimum of four terminals. The additional three
terminals will allow.needed access for Records Section, plus
extend the computer's capabilities to Investigations Division.

Purchase and implementation of this equipment is another step in
the department's continuing effort to streamline its processes and
systems, for maximum efficiency. Although the workload has
increased over the last two years, no additional support personnel
have been added. This is due, in large part, to the automation
which has already been accomplished. Additional man hours
savings, resulting in cost savings, will be the result of the
implementation of this equipment. This will allow the department
to maintain current manning levels of support personnel in the
sections effected by this automation.
Research was coordinated with Finance Department and PADS
personnel. Monies are available in the revenue sharing accounts
for this purchase.

Staff recommends utilization of Hewlett-Packard hardware in
order to retain current single source of service. Multiple
vendors supplying hardware results in disputes regarding cause
of malfunction, reducing service to an unacceptable level.
This is why the total Bradford bid was not acceptable. We will
be able to merge the Bradford software, which is superior to
other systems, with the Hewlett-Packard hardware to attain a
functional, serviceable system without conflict between
vendors.
