HomeMy WebLinkAboutCC 10 MOULTON WIDENG 03-21-83OAT~[: MARCH 15, 1983 3-21-83 Inter -(:om TO: FROM: $ UBJ ECT: WILLIAM HUSTON, CITY MANAGER BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS~CITY ENGINEER MOULTON PARKWAY/IRVINE CENTER DRIVE REALIGNMENT AND WIDENING FAU PROJECT (FILE #2305F) RECOMMENDATION: That the Tustin City Council, at their meeting of March 21, 1983, adopt a Minute Order authorizing the Mayor.to execute Program Supplement No. 4 to Local Agency/State Agreement No. 07-5271. BACKGROUND: The City, acting as lead agency for both the Cities of Irvine and Tustin, is finalizing plans and specifications with Caltrans and the Federal Highway Works Administration (F.H.W.A.) and is waiting final approval and authorization to advertise bids. This project provides for the following improvements: t. ~ridge structure across Peters Canyon Wash at MoultonParkway.. '2. Realignment and/or widening of MOulton Parkway/Irvine Center Drive. 3. Bridge structure across the A.T. & S.F. Railroad at Myford Rd. 4. Construction of Myford Rd. between Moulton Parkway and the A.T. & S.F. Railroad. This Federal Aid Urban (F.A.U.) project will be financed with 86~ Federal funds and 14~ matching funds from the Cities of Irvine and Tustin. DISCUSSION: The attached document is Program Supplement No. 4 to Local Agency/State Master Agreement No. 07-5271. The original agreement was executed by both agencies in October, 1979. Each time a new project is approved by Caltrans and F.H.W.A., a program supplement must be executed by both agencies. This type of program supplement has been previously executed by the City for previous projects which have been completed. This program supplement provides for the following: 1. That the Cities will perform routine maintenance of said improvements to provide for efficient operation of the completed improvements. 2. That the City will advertise, award and administer the project. 3. Limitation of Federal funds to the project as detailed below. Availability of Federal funds are subject to deadlines or conditions as may be imposed by the Director of Caltrans. 5. City reaffirms the '~ondiscrimination Assurances" contained in the aforementioned Master Agreement. 6. Construction engineering and construction cost as follows: TOTAL COST FAU FUNDS $6,986,400 6,023,674 IRVINE/TUSTIN CITY FUNDS 962,726 The City of Tustin's funding plan is as follows: BUDGET YEAR/AMOUNT 1982-83 - 294,000 1983-84 - 306,000 FUND SOURCE Gas Tax Gas Ta~ The balance of funding in 'the amount of approximately $362,700 will be provided by the City of Irvine. The execution of the Program Supplement No. 4 'will require the adoption of a Minute Order authorizing said execution. The subject program is adopted in accordance with ParagaOh 2 of Article II of the aforemen- tioned agreement under authority of City/~ Resolution No. approved by the City .Council/~2~q~ on (See copy attached).
