MINUTES OF A MEETING OF THE TUSTIN
CITY COUNCIL. HELD ON MONDAY EVENING,
APRIL 16, 1951, AT 7:30 P. M., AT
THE CITY HALL.
COUNCILMEN PRESENT: William I. Miller, Frank E. Bacon,
and J. Roy Teter.
COUNCILMEN ABSENT: Vincent L. Humeston/snd. William R. Gray.
CITY ATTORNEY: C. Arthur Nisson Jr., was present.
Mayor Pro tem Miller called the meeting to order at
7:30 P. M.
Minutes of the previous meeting were read and ap-
proved.
On motion of Councilman Teter, seconded by Council-
man Bacon and duly carried, Mayor Pro Tem Miller by
Minute Order authorized the City Clerk to open the
five bids relating to Project 16, the improvement
of "C" Street, between Main and First Streets. The
opening of the bids was then proceeded with and bids
were announced. .
"C" STREET Councilman Bacon moved, seconded by Councilman Teter
PAVING CONTRACT and carried, that the contract for the improvement
AWARDED TO of "C" Street, Project 16, be awarded to the Sully-
SULLY-MILLER CO. Miller Contracting Co., they being the lowest re-
sponsible bidder and their bid was accompanied by a
certified check for $500.00. Contract awarded on the
unit prices as set forth by items in their proposal
as follows:- Item l, 20cents; Item 2, 10 cents - Item 3, $1.50;
Item 4, $30.00; Item 5, $3.60; and that the City
Clerk return the bonds of the unsuccessful bidders.
On motion of Councilman Bacon, seconded by Council-
man Teter and duly carried, the Sully-Miller Contract-
ing Co's low bid of $4,315.50 was accepted.
Council discussed the funds expected from the County
Street fund Allocation and Instructed City Engineer
McBride to Investigate the possibility of improve-
ment to "B" Street, between Main and Sixth Streets,
also Prospect Streets between First and Main Streets.
Mayor pro Tem Miller presented a Ietter from the
Orange County League of Cities relative to the regu-
lar monthly meeting and dinner to be held April 19th,
in Clulver City, in which it is urged that Tustin be
represented if possible.
BIDS SUBMITTED Councilman Bacon presented two bids to supply a new
ON NEW POLICE Police Car, one from the McLean Motor Co., of Santa
CAR Ana, offering a new 1951 Oldsmobile Standard "88"
4-Doot Sedan with Syncromesh Transmission, plus
Heater, Oil Filter, Heavy Duty Air Cleaner and
$1,000.00 trade-in allowance on the present Police
Car, at a net price of $1,276.31, which price in-
cludes a $140.00 charge for change over of equipment,
also a bid from Harrison Pontiac Co., of Santa Ana,
offering a 1951 Pontiac "8" Standard 4-Door Sedan
with Heater and Foam Rubber Cushions, including
change over of the Generator, Siren and Red Light
and to paint the door panels white with the present
Police Car in trade for a net price Iof $898.00.
Council discussed the matter at length and on rec-
commendation of Police Comissioner Bacon it was
moved by Councilman Teter, seconded by Councilman
Bacon and carried that the matter be held over un-
til the next meeting.

Councilman Bacon called attention to the fact that
the lights in the City of Tustin signs erected by the
Chamber of Commerce at the West and South ends of the
City are not operating and requested Police Chief
McMullen to check with Joe Ojeda, Chamber President,
in regard to this matter.
City Attorney Nisson reported that the recommendation
of the Judicial Council is that Santa Ana, Orange and
Tustin Justice and City Courts be consolidated into a
Municipal Court to be located in Santa Ana and presided
over by one Judge.
BILLS The following bills were presented, approved, and
ordered paid on motion of Councilman Teter, seconded by
Councilman Bacon and duly carried.

Councilman Teter moved to adjourn. Councilman Bacon
