AUTHORIZATION TO RETAIN CONSULTANT SERVICES
RECOMMENDATION:
That the Tustin City Council, at their meeting of March 7, 1983,
authorize staff to retain the consulting services of Engineering-
Science and to execute all required documents to accomplish same.
BACKGROUND:
Staff has discussed the City's need for consultant services on
the proposed Bullet Train Project with the firm of
Engineering-Science of Arcadia, California. This firm is a
subsidiary of the Ralph M. Parsons Construction Company of
Pasadena.
Engineering-Science proposes to perform the services at the fees
as outlined in their lstter of Februar~ .24, 1983, of whic~ a copy
is attached. 'These consultant services will provide staff.the
ability to monitor the proposed'Bullet Train Project as it
relates and/or impacts our community.

Dear Bob:
This letter is to confirm our discussions of February 23, 1983
regarding the City of Tustin'~ wish to retain Engineering-Science
(ES) to provide environmental engineering consulting services con-
cernin~ but not limited to, the evaluation on behalf of the City
of Tustin of proposals by the American High Speed Rail Corporation
(AHSRC) for a bullet train from Los Angeles to San Diego.
The basic activities to be covered are to include:·
A. Monitor the AHSRC.project and keep'the City Of Tu~tin
advised of developments at the state,' regional, and local
level.
Review conceptual plans ~nd' drawings and advise the City
of Tustin of potential impacts and benefits to the city.
Attend meetings and hearings, and make such other contacts
as required so as to represent the city's interests.
It is anticipated that an intense initial effort will be
required during March 1983 in order to determine and evaluate the
current status of AHSRC's proposals, and the actions of state and
other local agencies and groups relative to those proposals, we
estimate that a basic retainage fee of $2,000.00 per month plus
expenses will be sufficient to monitor activities relative to the
bullet train, but that an additional $3,500.00 plus expenses will
be required the first month to come up to full speed. The basic
retainage fee is based upon approximately forty hours of effort
per month, and the additional first month would include an addi-
tional sixty hours of effort with fees based upon a time and
materials agreement.
This effort will be under the direct supervision of Mr. Phillip J.
Morris, P.E., Manager of ES' Central Environmental Services.

Engineering-Science proposes to perform the services described
here for fees to be computed on the basis of its Standard Schedule
of Compensation, dated 1 October 1982, and attached to this letter.
ES will submit monthly reports, and invoices payable within 30 days
after receipt. In the event an invoice is not paid in a timely
manner, ES will have the option to charge interest at the rate of
two percent per month on the unpaid balance.
It is further understood that the City of Tustin may from time
to time issue task authorizations for work other than that des-
cribed in this letter pertaining to AHSRC proposals or other matters
of concern to the city.
Engineering-Science is prepared to begin March 1, 1983, upon
your authorization. Simply insure that a copy of this letter is
suitable endorsed and returned to ES. If you have any questions,

The above Standard Schedule of Compensation is subject to
yearly revision. Ge schedule includes salary costs, ordinary
overhead and profit. Applicable expenses for travel and subsis-
tence, incidental out-of-pocket costs, communications, report prep-
aration, printing, outside services, etc., are reimbursable at in-
voice cost plus 10%. Mileage is reimbursed at thirty-five (35)
cents per mile. For services furnished by Senior Officers on
direct assignments, such as special consultation, expert witness,
etc., per day or per hour compensation may be negotiated.
