HomeMy WebLinkAboutCC 10 POSITION CLASS'S 03-07-83DATE: March 2, 1983 CONSENT CALENDAR inter-Corn TO: FROM: SUBJECT: HONORABLE MAYOR AND CITY COUNCIL BILL HUSTON, CITY MANAGER AUTHORIZATION TO ESTABLISH POSITION CLASSIFICATIONS RECOMMENDATION: That the City Council authorize establishment of the classifications of Director of Community and Administrative Services (salary of $3,522 per month) and Park Superintendent (salary range of $2,389 to $2,904 per month) effective March 8, 1983. DISCUSSION: With the resignation of the Personnel Director, I have determined that a reorganization wherein additional administrative duties would be assigned to the Director of Community Services is the most cost effective approaqh to administering the personnel 'function and other management tasks. As the Council will recall, two positions which had provided administrative support to the City Manager and all City departments were eliminated in fiscal year 1981-82. Since that time it has become evident that certain administrative, support should be reinstated. Through the reorganization, the Director of Community Services will' be reclassified to Director of Community and Administrative Services and assume responsibility for personnel, employee relations, administrative research, special project management, a management information system, legislative affairs and press/community relations. The Personnel Director position will be eliminated. Since it would not be possible for the Director of Community Services to assume these additional responsibilities and at the same time adequately manage the Community Services Department, a position of Park Superintendent will be created. This position will be responsible for supervising the day to day activities of the Department, with the Director of Community and Administrative Services providing general management direction. Through the reorganization, there will be no increase in the number of positions currently authorized in the budget, yet personnel resources will be allocated in a more efficient and effective manner. The salary range for the Director of Community and Administrative Services is proposed to be 5% more than the current Director of Community Services classification because of the additional responsibilities. The Park Superintendent salary range is based upon the median salary range of cities in Orang~oun~with comparable classifications. BH: dmt/~ ~y/
