Also attached is a draft schedule for consultant selection. The Irvine Company has concurred in the suggested Council participation process and schedule for consultant selection. If the Council concurs in the participation process, staff would recommend that upon formation of the steering committee, it proceed to develop its .process for reviewing the consultant proposals and recommend selections to · the full Council. mm BH:dmt. PETERS CANYON SPECIFIC PLAN Suggested City Council Participation Purpose: Vehicle: Committee Goals; Staff Support: To insure City Council involvement and participation in the plan preparation process to provide effective guidance and coordination. Form a Steering committee consisting of the following: (5) City Representatives Mayor City Council Planning Commission Chairman City Manager Planning Director b. (2) Irvine Company Representatives Vice President of Planning and Policy Development Director of Advance Development Planning 1. Review consultant proposals, and recommend'choices to. Council. 2. Review study progress on regular basis. 3. Provide policy direction for ~tudy and consultants. Regularly report study status, progress, problems to others in organization i.e., City Council, Planning Commission, City staff, Irvine Company management Project coordinator consultant will serve as primary staff to committee (other consultants, City staff, Irvine Company staff also as needed or requested.) PETERS CANYON SPECIFIC PLAN Draft Schedule for Consultant Selection 2/22 2/24 to 3/14 3/7 3/14 3/15 3/15 to 3/28 3/28 3/28 to 4/11 4/1~ 4/18 to 5/2 5/2 to 6/1 6/6 6/7 Consultant proposals received. City/TIC staff begin initial screening and prepare preliminary recommendations for Steering Committee review. City Council reviews and approves selection procedure and appoints Steering Committee representatives. Planning Commission appoints Steering Committee representative. 1st Steering Committee meeting - Review proposals and selection criteria. Steering Committee reviews consultant proposals. 2nd Steering committee meeting determine final process and resolve questions. Committee interviews consultant if desired, completes additional review. ~rd Steering'committee meeting finalize recommendations for City Council consideration. City Council selection of consultant. Finalize contracts and scope of work. City Council authorizes execution of contract Consultants begin work on study.
