HomeMy WebLinkAboutOB 2 2 HR PKG RESTRICT 02-22-83DATE: FEBRUARY 2. 1983 I.ter-Com TO: WILLIAH HUSTON, CITY ~ANAGER FROH: BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: TWO HOUR PARKING RESTRICTION - SANTA FE DRIVE RECOMMENDATION: That the Tustin City Council, at their meeting of February 7, 1983, deny the request for the removal of the "2 Hour Parking Anytime" restriction along Santa Fe Drive between Red Hill Ave. and Woodland Ave. BACKGROUND: Staff has received a request from the following firms: Nursery Supplies West, Inc., 1432 Santa Fe Dr. Bar None Inc., 1302 Santa Fe Dr. La Vecke Corporation, 1491 Santa Fe Dr. Medical Community Support, 1301-1371 Santa Fe Dr. to have the "2 Hour Parking Anytime" signs removed along Santa Fe Drive between Red Hill Avenue and Woodlawn Avenue. Copies of the request letters f~om these firms are attached. The original request was initiated in June, 1982 by Nursery Supplies West, Inc. with a follow-up request by three additional businesses in December, 1982. DISCUSSION: In June, 1982, after receiving a verbal request from Nursery Supplies, Inc. for the removal Of the parking restrictions along Santa Fe Drive, staff requested that the other businesses be informed of the request and that they express thei~ desires to the City. Responses from four of the five businesses along Santa Fe Drive are in favor of the removal of the 2 hour parking. The one business which has either not been contacted or did not respond is Golden West Plastics, 1492 ~anta Fe Dr., which was the firm that initiated the request for 2 hour parking restriction several years ago. This request was based upon the need to provide on-street parking on Santa Fe Dr. for their clients and eliminate the long-term parking by Marine Corps personnel. At the time the 2 hour parking restriction was placed on Santa Fe Drive, two of the businesses, La Vecke Corporation and Medical Community Support, did not exist at their locations on Santa Fe Drive. Staff has reviewed the site and found the following with respect to available on-site parking stalls: TWO HOUR PARKING RESTRICTION - SANTA FE DRIVE FEBRUARY 2, 1983 PAGE TWO Golden West Plastics, 1492 'Santa Fe Dr. -Adequate spaces in a parking lot located southerly of the building. Nursery Supplies, Inc., 1432 Santa Fe -No parking spaces being utilized within their parking lot. The parking lot is being utilized for storage of their manufactured product, which appears to be a violation of the Zoning Code. In addition, on several occassions, Nursery Supplies, Inc. has been storing their manufactured product in refuse dumpsters placed within the public right-of-way (Santa Fe Drive). Bar None, Inc., 1302 Santa Fe Dr. -All parking spaces on site appear to be utilized the majority of the time. La Vecke Corp., 1491 Santa Fe Dr. -Adequate parking spaces exist on-site for employees and customers. Medical Community Support, 1301-197i Santa Fe Dr. -Adequate parking spaces exist on-site for employees and customers. CONCLUSIONS: It appears that the firm initiating this request, Nursery Supplies, Inc. has an on-site problem consisting of the inadequate storage space for their manufactured product which requires them to utilize the on-site parking spaces for storage. In order to provide adequate on-site street parking for the clients of all the busineses, it is suggested that the 2 hour parking restriction remain in place along Santa Fe Drive. The removal of any parking restriction along this street will most likely attract the long-term parking by Marine Corps personnel which existed previous to the signing. At that time you asked for additional information from each firm, substantiating that request. Enclosed are letters from each of the firms on Santa Fe Drive stating their reasons for elimination of the parking restriction. We believe the two hour limit was imposed, at a prior time, to eliminate vagrancy. This was before the north side of Santa Fe Drive and surrounding areas were developed. Since this area and our businesses have qrown, we are experiencing an increased number of.customers, salespersons and employees. These people are necessary for the continued '~rowth of a Tustin concern and should not be subject to the inconvenience of relocating their autos every two hours. Our company, for reasons of security and safety do not want visitors within our manufacturing site.. We presently have fifteen full-tlme employeesand three to five seasonal l~-time employees. We do not have.pa~king spaces in that quantity available. There is no where for all of us to park if we do not.use the street. It is also vex7 embarrassing when we have business callers who stay for a meeting and lunch to have their c~rs marked and occassionaly ticketed for being here over two hours. Through traffic is almost non-exsistant on Santa Fe and we feel it would not put undue hazards on tm-affic to allow parking on the street. Sincerely, BAR NONE, INC. John ?.
