REQUEST FOR TIME EXTENSION - IRVINE BLVD. FAU PROJECT M-M023(2)
RECOMMENDATION
It is recommended that the City Council, at their meeting of Feb. 7, 1983, grant
to Grissom & Johnson Inc. a 15 calendar day time extension to complete subject
project.
BACKGROUND:
Grissom & Johnson Inco has made a request for an open time extension due to
problems encountered which are beyond their control per the attached
correspondence. These problems are as listed below:

The contractor was ordered to stop work on the Red Hill Signal by a
County of Orange inspector. Several days delay resulted while this
inspector's unreasonable requirements were ironed between the City,
County, and contractor.
Installation of one of the safety lights at the Red Hill intersection
will require raising of a 12 KV power line. According to Southern
California Edison Co. there will be a 1 1/2 to 2 week delay to
accomplish this.
The contractor needs electric meters to be installed by Southern
California Edison Co. for power service for the signals and irrigation
system. The City originally requested this by letter dated Dec. 28,
1982, but for reasons unknown the power services, as of this date, have
not been installed. At this time, the landscaping contractor cannot
complete his work until the irrigation system is in operation.
The City Council, at their meeting of January 3, 1983, granted the contractor a 30
calendar day time extension due to delays in material delivery. All materials
have now been received except for one item. The 15 calendar day time extension
will move the completion date from Jan 30, 1983 to Feb. 14, 1.983, plus any rain or
bad weather days which may occur.

Gentlemen:
Enclosed is a letter from one of our subcontractors
aka-Tani Landscape Co. stating that he can not
proceed any further until he gets power to his
sprinkler controlers. Edison has not yet served
any of the services on the project, and this as
you know is causing further delays in completing
this job.
Grissom & Johnson still has not received its motor-
ized 3/M heads and is doing everything possible
to work around them; also due to underground
utilities we have not been able to complete
our foundations at Holt & Irvine.
Due to the delays, Grissom & Johnson would like
an open extension of time because we have no
control over Edison & we don't know when we will
receive all our 3/M heads.

Gentleman:
With respect to the delay in completion of the above-
referenced proJect~ we wish to advise you that, although the
controllers have been installed, we are unable to proceed
until there is electrical power supplied to the controllers
and the system is fully automatic~ .and the sprinkler system
is tested for automatic coverage.
In light of this, it would be inexpedient for us to install
th% planting materials.at this time.
As soon as permanent power is supplied to the system wa will
diligently proceed to completion.
