SU8JECT: Home Owners Request for Parkway Tree Removal
RECOMMENDATION:
The City deny Mr. Ettlemans request for the tree to be removed and not
be replaced.
BACKGROUND:
A letter was received in December 1982 complaining that his parkway
tree at 14262 Heatherfield Drive was interfering with the growth of
his private trees and the parkway tree had roots on top of the ground.
I answered Mr. Ettlemans letter referring him to the Council Policy
of 1978, whereby the property owner could have the City remove a parkway
tree at City expense i'f he did not like the tree, but the homeowner
must pay for a replacement.
DISCUSSION:
Mr. Ettleman wants the tree removed at City expense but does not want
the tree replaced. His house is on a corner lot, the tree in question
is the only parkway tree on the Mitchell Street frontage. If the
tree was removed and not replaced it would look quite bare. The tree
can be pruned back to where the interference with his private trees
would be minimal. The roots that are on top of the ground are small
and caused from lack of deep watering, they could be pruned without
damage to the tree.
