HomeMy WebLinkAboutNB 3 SO CENT RDA PROJ 02-07-83DATE: Jan. 28, 1983 NEW BUSINESS NO. 3 2-7-83 Inter-Corn TO: FROM: S UBJ ECT: HONORABLE MAYOR AND CITY COUNCIL BILL HUSTON, CITY MANAGER SOUTH/CENTRAL REDEVELOPMENT PROJECT COMMITTEE RECOMMENDED ACTION: Adopt Resolution No. 83-8 amending Resolution 82-1, which designates membership on the South/Central Redevelopment Project Committee, and authorizes the Committee to be comprised of those individuals appointed by the City Council. Adopt a minute order reconfirming the appointment of the following named individuals to the Project Area Committee and adding such other representation as the City Council deems desirable. BACKGROUND: Section 33385 of the Health and Safety Code requires the City Council to form a project area committee or as an alternative it may call upon residents of the area to form a committee. The City Council adopted Resolution No. 82-1 creating the committee on January 4, 1982 and appointed representatives to the committee on January 18 and February 1, 1982. The following constitutes the committee as presently formed: Chamber of Commerce Tustin Unfied School District Montesilla Mobile Home Park Property Owners (Adjacent to Area) Betty Truitt John Harrison Residential Tenants Elmo Anderson Ann Durkee Jeff McElderry Larry Sutherland The amended resolution deletes the designation of representatives from specific areas and major property owners who could not acquire any new property in the project area after their appointment. Mayor Edgar and Councilwoman Kennedy were designated as a sub-committee to make nominations for the project area committee. After adoption of Resolution 83-8, the City Council may reaffirm the appointment of the committee members and appoint such additional members as deemed desirable. The project plan is required to be reviewed by the area committee prior to submission to the City Council. With broad representation on the committee, the Redevelopment Agency will have a better opportunity to gain understanding and support for the project from those most effected. There is no limit on the number of members aopointed to the committee. The previous a~ointment of Betty Truitt and John Harrison would fall into the cateoory of "community renresentatives." It is recommended that property owners within the area be a~nointed to the committee. L 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 RESOLUTION 83-8 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN AMENDING RESOLUTION NO. 82-1 DESIGNATING REPRESENTATION TO THE SOUTH/CENTRAL REDEVELOPMENT PROJECT COMMITTEE WHEREAS, the City Council adoptd Resolution No. 82-1 on January 4, 1982, creating and designating representation to a Project Committee for the South/Central Redevelopment Project pursuant to Article 6.5, Chapter 4, of the California Redevelopment Law; and WHEREAS, membership on the Project Area Committee is governed by the eligibility and availability of citizens of the community to review the project plan and to consult with the Redevelopment Agency on policy matters which affect the residents of the project area; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Tustin does hereby amend Resolution 82-1 by designating a Project Committee for the South/Central Redevelopment Project to be comprised of individuals appointed by the City Council, to be representative of the following: Chamber of Commerce Tustin Unified School District Residential owner occupants Residential tenants Community Representatives PASSED AND ADOPTED at a regular meeting of'the City Council of the City of Tustin held on the ~ day of , 1983.
