TO NORTHBOUND NEWPORT AVE. IRRIGATION SCHEDULE FOR LANDSCAPED MEDIAN ISLANDS BACKGROUND: At a recent Council meeting, Councilman Grienke requested information on the two subject items which are detailed below: DISCUSSION: Left Turn Movements - Eastbound First to Northbound Newport Traffic counts were verified for a 24-hour period on Jan. 21st and 22nd on a lane-by-lane basis for eastbound First St. at the Newport Ave. intersection. The total count for eastbound traffic'was 8,559 vehicles. The two left turn lanes carried 4,620 vehicles, or 54% of the total with the number two (or outside) left turn lane carrying 3,152 vehicles, or 37% of the total volume. The volume on the through or eastbound lane was the smallest of the four lanes with 1,375 vehicles, or 16% of the total volume. The right turn only lane carried 2,564 vehicles, or 30% of the total volume. The single through lane is more than adequate to carry the through eastbound movement demand. With the existing large volume of left turn movements, it is not recommended that the number two (or outside) left turn lane be changed either to a "through lane" or an "optional left turn or through lane". Any change would add to the congestion in the eastbound direction and could require additional green time of the eastbound cycle length resulting in reduced green time for the other movements within the intersection, i.e. Newport Avenue. RECOMMENDATION: It is recommended that the intersection remain as it exists, with no action by the City Council. DISCUSSION: Irri~ation Schedule for Landscaped Median Islands Routine City procedures for irrigation of landscaped median islands are that all irrigation is scheduled to take place between the hours of 2:00 AM and 6:00 AM. Periodically, the irrigation system is turned on during the routine work hours for the following reasons: 1. Perform repairs on the system. LEFT TURN MOVEMENTS - EASTBOUND FIRST ST. When the time clocks have been tampered with by vandals. Apparently, the gentleman who expressed concerns about the watering during routine work hours was referring to one of the waterings caused by the above-mentioned events.
