RECOMMENDATION:
It is recommended that the Tustin Community Redevelopment Agency, at their meeting
of February 7, 1983, not relocate the E1Camino Real/Main St. bollards to a clear
distance of 40 inches-~'~tween the center two bollards on each corner.
BACKGROUND:
At their last meeting, the Redevelopment Agency requested information regarding
the possible relocation of the bollards along the E1Camino Real project to
provide a minimum clear distance of 40 inches between bollards.
DISCUSSION:
Staff has reviewed the bollards at each of the intersections and found the
narrowest width between the two center bollards to be as shown on the attached
sketch. It has been suggested that one of the two center bollards be relocated to
provide a clear distance of 40 inches. It is assumed that this clear distance of
40 inches is measured at the base at ground level which would result in relocating
one bollard at each corner a distance of 3 inches or less. If only one bollard at
each corner were relocated, the spacing would be non-symmetrical and could result
in a displeasing visual effect.
As of the writing of this memo, the contractor has relocated all of the bollards
that were not installed to the minimum required clear distance.
In my previous memo, it was indicated that Section 3303e of the Uniform Building
Code provides that the clear width of an exitway shall not be less than 32 inches
for handicapped purposes. It is assumed that this dimension is based upon a width
that would be utilized by the majority of handicapped individuals. The clear
width between bollards where an individuals hands would be located is 40 3/4
inches, as shown on the attached sketch.
Staff has estimated the cost of relocating the bollards as follows:
Unlighted Bollards . . . $650/unit x 19 units : $12,350
Lighted Bollards .... $900/unit x 4 units = 3,600
TOTAL ESTIMATED COST $15,950

It is staff's recommendation that the bollards not be relocated to a clear
distance of 40 inches between the two center bollards at each corner because they
now exceed the required minimum clear distance of 32 inches as specified in the
Uniform Building Code by 5 inches.

(INFORMATIONAL REPORT)
At the request of Mayor Edgar, the following information has been assembled to
clarify the bollard installations at the various corners along E1Camino Real and
Main Street. It is requested that this report be distributed to the Redevelopment
Agency for their information.
The plans call for bollards to be placed on 4'-0" center to center. The widest
dimension (diameter) of each bollard is 0'-10 3/4" measured at the base or at
ground level. Consequently, the clear dimension between bollards should be 3'-1
3/4" or 37 3/4". The bollards., as placed in the field, range between 37" and 39"
clear dimension between bases.
