CITY COUNCIL HELD ON MONDAY EVENING
APRIL 2, 1951, AT 7:30 P. M., AT
THE CITY HALL
COUNCILMEN PRESENT: Vincent L. Humeston, J. Roy Teter, Frank
E. Bacon, Jr., William I. Miller and
William H. Gray.
COUNCILMEN ABSENT: None
CITY ATTORNEY: C. Arthur Nisson Jr., arrived at 9:25 P.
M.
The meeting was called to order by Mayor Humeston
at 7:30 P. M.
Minutes of the previous meeting were read and ap-
proved.
Mayor Humeston presented a Legislative Bulletin
from the League of California Cities relative to
Legislative Bill AB-1117, "Collective Bargaining and
Public Employees" also Bills Nos. AB-3217 and SB-769
relative to Prohibiting the Use of General County
Funds to subsidize Municipal Services in Unincorpor-
ated Urban Areas." On Minute Order of Councilman
Gray, Mayor Humsston was requested to forward a let-
ter opposing AB-1117 and encouraging Nos. AB-3217
and SB-759.
Mayor Humeston presented a letter from City Auditor
H. Louis Hanson, dated April 2, 1951, relative to
clearance of funds released by former City Treasurer
Idus H. Harper to Mr. William H. Leinberger recently
appointed to that position. The same was approved by
the Council.
Deputy Assessor Arthur Park was present and discussed
with the Council various phases in connection with
the assessing of real and personal property within
the City for the year 1951-52.
JOE MENDEZ BID Mayor Humeston presented a letter from Tree Surgeon
ACCEPTED TO J,. L. Morris, addressed to Councilman Frank E. Bacon,
TRIM CITY'S Jr., in which Mr. Morris listed a variety of trees
TREES that he considered suitable for planting in the City's
parkways. Councilman Bacon reported that he had in-
spected the trees now in the City parkways and had
found numbers ot them with broken limbs and badly in
need of trimming. Councilman Bacon suggested that
Joe Mendez be authorized to do the work on the basis
of his low bid. On motion of Councilman Bacon, sec-
onded by Councilman, Miller and duly carried, Joe
Mendez was authorized to do the Work as specified
in his bid.
Councilman Gray presented new Identification Cards
for Civil Defense workers and outlines the makeup
of the cards which contain space for finger prints,
etc., as required by the State setup.
Councilman Gray stated that the front doors of the
Fire Hall are cracked in places and that they should
be filled in, scraped, sanded and repainted. On
motion of Councilman Teter, seconded by Councilman
Gray and carried, Ray E. States was authorized to
do this work.
Councilman Teter stated that he had a price of $52.00
for the installation of letters designating the
"Fire Hall" and matching. the letters now designating
the City Hall and Library. No action was taken at
this time.
DIAGONAL PARK- Councilman Miller presented a request of Mr. and Mrs.
ING SPACES Thomas, of the Advent Christian Church, for diagonal
PAINTED NEAR parking spaces to be painted on the street from the
ADVENT CHURCH parsonage of Rev. Scott to Pacific Street, also that
parking spaces be painted on the West side of the
Church on Pacific Street. On Minute Order of Council-
man Miller the work was ordered done by the Street
Departmerit.
NEW 2-WAY Upon suggestion of Councilman Bacon that due to a
ORDERED TO possible later shortage of this type of equipment
BE PURCHASED another 2-Way Radio should be purchased for the use
of the Police Dept. On motion of Councilman Miller,
seconded by Councilman Teter and carried, this equip-
ment was ordered purchased at an approximate price
of $375.00 with delivery within 60 to 90 days.
BILLS The following bills were presented, approved and or-
dered paidlon motion of Councilman Miller, seconded
by Councilman Teter and duly carried, with the excep-
tion of a bill from Dr. T. M. Beem for a sobriety
test of Leonard L. Duffy, on°March 26, 1951, which
was ordered held for further investigation.

"CLEAN-UP WEEK" On motion of Councilman Miller, seconded by Councilman
DESIGNATED AS Gray and duly carried, the week of April 9 to 14 in-
APRIL 9 TO 14 clusive, was designated as "Clean-Up Week." Fire
INCLUSIVE Chief Lindsay and Police Chief McMullan were requested
to make an inspection of the entire City for possible
fire hazards and unsanitary conditions and report back
to the Council.
City Attorney Nisson presented Resolution No. 284
relative to "Social Security for certain City Employ-
RESOLUTION NO. ees effective January 1, 1951 which was adopted on
284 ADOPTED motion of Councilman Miller, seconded by Councilman
Gray and unanimously carried.
Councilman Milier moved to adjourn. Councilman Bacon
seconded. the motion. Motion carried.
