BLDG MOD'S 12-21-81 : Inter-Corn DATE Dec. 16, 1981 TO: FROH: SUBJECT: HCNORABLE MAYOR A~D CITY COUNCIL BILL HUSTCN, CITY MANAGER CITY HAnL/POLICE DEPARI~tEI~T BUILDING MCDIFICATICt~S It is recommended that the City Council approve the plans and specifications for the City Hall additic~ and Police Department modifications and authorize the call for bids. DISCUSSICN: At its December 7, 1981 meeting, the City Council approved the ~onceptual plan for the addition of 462 square feet to the Finance De~nt which will provide the necessary space for Water Department office staff. In approving the conceptual plan, the City Council directed that with the exception of the Director of Finance, there should be no additional offices. It was the determination of the Council that beginning with this modification and any future modifications of City Hallo, the open office arrangement should be utilized to provide greater flexibility in the allocation of space. The plans and specifications provide for one office in addition to the Director of Finance, however, this will be eliminated through a change order once the bid award is made. A change order will be utilized in lieu of modifying the specifications at this time since Staff needs additional time to evaluate what types of partitions or office furniture ~ould be required to provide the open office arrangement. The Police Department modifications, which is a budgeted project, provides for relocation of walls in order to maximize space in functional work areas. BILL ~S~, City ~ager RESOLUTION NO. 81-139 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR BUILDING MODIFICATIONS TO THE EXISTING FINANCE DEPARTMENT AND POLICE DEPARTMENT FACILITY 5 6 7 8 9 10 11 12 WHEREA.S, it is the intention of the City Council of the Ci~ of Tustin, California to make modifications to the existing Finance Department and Police Department Facility, and; WHEREAS, the Community Development Director has presented plans and specifications for the construction of said work; NOW THEREFORE, BE IT RESOLVED that the plans and specifications presented by the Community Development Director be and are hereby approved as the plans and specifications for: BUILDING MODIFICATIONS TO THE EXISTING FINANCE DEPARTMENT AND POLICE DEPARTMENT FACILITY BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or 13 proposals for the doing of the work specified in the aforesaid plans and specifications which said advertisement shall be substantially in the 14 following words and figures to-wit: 15 "NOTICE TO CONTRACTORS" 16 SEALED PROPOSALS will be received at the office of the City Clerk, Tustin City Hall, 300 Centennial Way, Tustin, California, until 9:00 A.M. on 17 the 15th day of January, 1981, at which time they will be publicly opened and 18 read, for performing work as follows: BUILDING MODIFICATIONS TO THE EXISTING FINANCE 19 DEPARII4ENT AND POLICE DEPARTMENT FACILITY 2O 21 22 23 24 25 26 27 28 Bids are required for the entire work described herein in Exhibit "A" The enclosed exhibits are approximate only, being given as a basis for the comparison of bids, and the City of Tustin does not, expressly or by implication, agree that the actual amount of work will correspond therewith, but reserves the right to increase or decrease the amount of any class or portion of the work or to omit portions of the work as may be deemed necessary or advisable by the Community Development Director. Plans, specifications and proposal forms to be used for bidding on this project can only be obtained by prospective bidders at the office of the City Clerk, Tustin City Hall, 300 Centennial Way, Tustin, California, 92680, upon payment of $10.00 per set, which amount shall be non-refundable. 5 6 7 8 9 10 11 12 13 14 15 16 17 1 Plans and specifications will be mailed out upon payment of $15.00 per set, which amount shall be non-refundable. 2 In conformance with Section 37931 of the Government Code, all bids shall 3 be presented under sealed cover on the proposal form provided and accompanied by one of the following forms of bidder's security: 4 a. Cash b. Cashier's check made payable to the City of Tustin. c. Certified check made payable to the City of Tustin. d. Bidder's bond executed by an accredited surety insurer, made payable to the City of Tustin. The security shall be in an amount equal to at least ten percent (10%) of the amount of the bid. A bid shall not be considered unless one of the forms of bidder's security is enclosed therewith. A Security Bond for payment of labor and materials will be required in the amount of fifty percent (50%) of the estimated total contract price and a Faithful Performance Bond in the amount of one hundred percent (100%) of the estimated total contract price in the form attached to the contract documents. Said bonds shall be issued by a Surety Company rated grade A or better and Class IX or better by the latest edition of Best's Key Rating Guide. City of Tustin reserves the right to reject any or all bids, and/or waive any informality on a bid. No bidder may withdraw his bid for a period of thirty (30) days after the date set for the opening thereof. The contract will be awarded to the lowest qualified bidder. Provisions of the State Contract Act are not applicable, and prospective bidders will not be required to be prequalified. 18 All work to be done under the direct supervision of the Building Official, City of Tustin. 19 All work to be paid for at the unit prices bid from appropriated monies. 2O The City Council of the City of Tustin has obtained from the Director of 21 Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for legal holiday and overtime work in the locality 22 in which the Work is to be performed for each craft or type of work needed and a copy of the same is on file in the office of the City Clerk. 23 Not less than said prevailing rates shall be paid to workers employed on 24 this public works contract as required by Labor Code Sections 1771 and 1774 of the State of California. 25 PASSED AND ADOPTED by the City Council of the City of Tustin, 26 California, this day of , 1981. 27 28 Mayor ATTE ST: Mary E.
