HomeMy WebLinkAboutCC 8 1982-83 AHFP 12-21-81CONSENT CALENDAR : 1981 Inter-eom TO: WILLIAM HUSTC~, CITY MAN~ER FROM: DALE WICK, ASSISTANT CITY ENGINEER SUB~JECT: FISCAL YEAR 1982-83 AHFP (Arterial Highway Financing Program) SUBMITTAL RECC~WI~C)ATI CN: It is re~;~;ended that the City Council, at their meeting of December 21, 1981, pass and adopt the attad~ed resolution requesting the County of Orange to include within the AHFP program $56,000.00 for the reconstruction of Valencia Avenue from Red Hill Avenue to the Newport Freeway. BACKGRCL~D: Per the AHFP Procedural Manual, the attad~ed resolution of request must be included with the City's AHFP application. The application is due by December 31, 1981 for consideration for funding in the 1982-83 fiscal year. The proposed project being submitted this year encc~asses reconstruction of the two center 12' travel lanes of Valencia Avenue and an asphalt concrete overlay over the remaining pavement. In addition, the project includes construction of a drainage basin at Red Hill Avenue. Total estimated cost is $112,000.00 with the City and County's share each being $56,000.00. DALE A. WICK ASSISTANT CITY ENGINEER db Attadmment City Clerk Street Maintenance Superintendent RESOLUTION NO. 81-140 2 3 4 5 RESOLUTION OF THE COUNCIL OF THE CITY OF TUSTIN REQUESTING THE COUNTY OF ORANGE TO INCLUDE WITHIN THE ARTERIAL HIGHWAY FINANCING PROGRAM THE DEVELOP- MENT OF VALENCIA AVENUE FROM RED HILL AVENUE TO THE NEWPORT FREEWAY. 6 WHEREAS, the City of Tustin desires to improve Valencia Avenue from Red Hill Avenue to the Newport Freeway, and 7 WHEREAS, Valencia Avenue is an important artery in the 8 County of Orange and of general County interest, and 9 WHEREAS, Article 2 and Article 3, Chapter 9, Division 2 of the streets and Highways Code Authorizes a county, if it so 10 desires, to expend funds apportioned to it out of the California Highway Users Tax Fund for aid to any city in the improvement, 11 construction or repair of a street within a city, and 12 WHEREAS, the Board of Supervisors intends to, by appropriate action, provide in the County budget of the Special Road 13 Improvement Fund for the Fiscal Year 1982-83 a sum of money for the improvement of streets within the incorporated cities of the 14 county in accordance with the Orange County Arterial Highway Financing Program. 15 NOW, THEREFORE, BE IT RESOLVED that the Council of the City 16 of Tustin hereby requests the Board of Supervisors of the County of Orange to allocate to said City from County funds the amount 17 of $56,000.00, said. amount to be matched by funds from said City, to be used to aid said City in the improvement, reconstruction 18 and repair of Valencia Avenue; said improvements to be in accordance with the attached project statement~ 19 BE IT FURTHER RESOLVED that, the Board of Supervisors of the 20 County of Orange is hereby requested to find that said improvements on Valencia Avenue, in the manner provided, is in 21 the general County interest~ 22 BE IT FURTHER RESOLVED that, by this Resolution, the City of Tustin agrees with the basic concepts of the Arterial Highway 23 Financing Program; and further agrees that its share of the cost of improvements will be available for the fiscal year 1982-83. 24 25 26 27 28 PASSED AND ADOPTED at a regular meetihg of the City Council, held on the day of , 5 MAY OR 6 ATTEST: 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 CITY CLERK
