CITY COUNCIL HELD ON MONDAY EVENING,
FEBRUARY 19, 1951, AT 7:45 P. M., AT
THE CITY HALL
COUNCILMEN PRESENT: Vincent L. Humeston, William I. Miller,
J. Roy Teter and Frank E. Bacon, Jr.
COUNCILMEN ABSENT: Willlam H. Gray
CITY ATTORNEY: C. Arthur Nisson Jr., was present.
Mayor Humeston called the meeting to order at 7:45
P. M.
Minutes of the previous reacting were ~ead and ap-
proved after a change was made in Paragraph 11 in
which it was stated that the Quarterly Report of
Auditor H. Louis Hanson was approved. This state-
ment was changed to read that the Audit Report was
accepted by the Council.
Mr. L. J. Hobertson, of the Los Angeles Stamp
Rubber Co., was present and submitted a sample of
Auxiliary Police Badges for the Civilian Defense
Setup that his company can supply for sixty men at
a price of, approximinately $40.00. The matter was
discussed by the Council and action deferred until
a later date.
Mayor Humeston read a letter from the Orange County
League of Cities regarding their regular monthly
meeting and dinner to be held at the Santa Ana Com-
munity Center on February 22, 1951. All members of
the Council present stated that they would be unable
to attend.
PROTESTS IN Mayor Humeston also read two letters in protest of
REGARD TO the Pacific United Shows Carnival held on the lot
CARNIVAL East of the City Hall from February 6 to 11th in-
clusive. One letter was from the Session of the
Tustin Presbyterian Church and the other from
George Broomell. Council expressed agreement with
the protests as outlined and instructed City At-
torney Nisson to answer them both with an explana-
tion of the Council's action and sentiment.
W. S. LEINBERGER City Treasurer Idus H. Harper's written resigna-
APPOINTED tion was presented by Mayor Humeston who stated
TREASURER that Mr. W. S. Leinberger had agreed to accept the
position. Upon motion of Councilman Miller, seconded
by Counciman Bacon and duly carried, Mr. Harper's
resignation was accepted and Mr. Leinberger' s ap-
pointment as Treasurer for t he unexpired term was
confirmed.
Upon suggestion of Mayor Humeston the City Clerk
was instructed to write a letter of thanks to Mr.
Harper for his years of faithful service as City
Treasurer.
A Minute Order was made by Councilman Miller that
City Attorney Nisson check into the matter of a
tax on gasoline storage by the City as required
by the State Board of Equalization.
Mayor Humeston read a letter from Dan Patch, of
the Orange County Defense Setup relative to Council-
man William H. Gray as Coordinator of Civil Defense

for the Tustin Elementary School District. Council-
man Miller made a Minute Order referring the letter
to City Attorney Nisson for checking and investiga-
tion as to the facts in regard to the possible com-
bination of the City of Tustin and the Tustin Elemen-
tary School District in Civil Defense matters. Council
unanimously expressed the opinion that it probably
would be best "to slow down on local Civil Defense
matters for the time being in order not to get ahead
of the State and County's progress.
REGARDING Mayor Humeston .brought up the matter of assessing for
ASSESSING the year 1951-52 and read a letter from Goode & Goode,
FOR YEAR Real Esate Appraisers of Santa Ana, offering to re-
1951-52 assess all real properties within the City of Tustin
for the fixed sum of $5500.00, or, on a per diem basis
of $100.00 per day. Councilman Teter suggested that
the matter be held over as unfinished business until
the next meeting, also that Art Park be contacted in
regard to securing his services as Assessor.
BILLS The following bills were presented, approved, and or-
dered paid on motion of Councilman Teter, seconded by
Councilman Miller and duly carried.

Councilman Miller moved to adjourn. Councilman Bacon
seconded the motion. Motion carried.
