That the Tustin City Council, at their meeting of December 21, 1981, confirm
staff's priorities for the State Highway project submittals and direct staff to
s;,~ni~'t both projects to the O.C.T.C. for consideration for inclusion to the 1982
State Transportation Improvement Progr~n.
BACKGR~:
The Orange County Transportation Cu,uL,~ssion (O.C.T.C.) has requested cities to
submit candidate State highway projects for the next S.T.I.P. by no later than
January 4, 1982.
The 1982 S.T.I.P. is presently being developed by the California Transportation
Cu,~a,~ssion (C.T.C.) and will consist of a list of State highway projects to be
constructed during the five year period, Fiscal Year 1982-83 through Fiscal Year
1986-87. Funding for the 1982 S.T.I.P. will be derived frcm increased revenues
due to the recent enac~=nt of Senate Bill 215.
Staff is reo~,,,ending that two projects be submitted to O.C.T.C. for consideration
for inclusion in the 1982 S.T.I.P. These projects are described and prioritized
as follows:
Priority No. 1 - Browning Avenue overcrossing of the Santa Ana (I-5) Freeway.
This overcrossing will connect to existing roadways (Browning Ave. ) and provide a
mud~ needed link to the City's circulation system. This overcrossing will also be
required when the Irvine C~'~pany lands are developed sometime in 1984-85.
Estimated cost for this project is $4,362,000.
Priority No. 2 - Jamboree Blvd. Interchange (partial) with the Santa Ana I-5
Freeway. This project would be a partial interd%ange consisting of the following:
a. Overcrossing of the Santa Ana Freeway
b. On-ramps to provide for movements to the northbound Santa Ana Freeway
frem Jamboree Blvd.
c. Off-ramp to provide for movements frem the southbound Santa Ana Freeway
to Jamboree Blvd.
The limitation of movements at this interchange is due to the proposed
modification to the existing Myford Road interchange to accomodate the eastern
corridor. Jamboree Blvd. could be considered for downgrading frem its major
arterial status to a primary or secondary status. Jamboree Blvd. will also be an

important link to Tustin's circulation as the Irvine lands northerly of the
freeway develop, as well as a relief to the Walnut Avenue traffic flows.
Estimated cost for this project is $8,832,000.
