That the Tustin City Council, at their meeting of Deo~mber 21, 1981, direct staff
to prepare the necessary documents for the Council's final consideration for the
placement of Federal Express dropboxes at four locations within the public
right of way.
BACKGRO35~:
The Federal Express Corporation has requested permission to place outdoor drop
boxes similar tomil boxes on public property (street right-of way) within Tustin
(letter attaohed). Their request at this time is for the placement of four (4)
boxes at eaoh of the following locations and as shown on the attaohed map:
1 ) South side of 17th Street easterly of Prospect Ave. and adjacent to
Meredith Center.
2) South side of Irvine Boulevard bet~cn Mountain View and A Street.
3) South side of Irvine Boulevard westerly of "C" Street.
4 ) Southeasterly corner of Red Hill Avenue and Moulton Parkway.
Each of these locations contain one or more United States Postal Service mail
boxes.
A copy of the proposed drop box and its specifications is attached for your
information. I will have the original color photogaph available at the City
Council meeting for further review.
The Federal Express corporation has already negotiatedwith private property
owners at four additional locations for placement of these drop boxes. Three of
these locations are within the Irvine Industrial c~,~lex and the fourth is in the
vicinity of Valencia and Red Hill Avenues.
These drop boxes would ~rovide a program to acc~,-~date the overnight letter and
~all pad{ages up to 70 pounds. Pirie-ups frcm the drop boxes would occur once
each day between 5:00 and 6:00 PM. This service would help provide the cu,,,unity
the opportunity to utilize this service without excessive driving throughout the
City to search for a drop box.
As indicated in the request, the placement of drop boxes within public property
could be regulated by a frand~ise agreement between the City and Federal Express.

This agreement could control the following:
1 ) Location of drop boxes
2) Use and appearance of the boxes
3) Annual frand~ise fees for the placement of units
4) Required insurance
It appears that the placement of these boxes would provide both a service to the
business cu,,,~unity and provide a minimal amount of income to the City via annual
franchise fees. The apearance of these boxes is similar to that of the
conventional type mail box and it does not appear that they would be obtrusive to
the u~l~¥~nity. It is suggested that staff be directed to pursue this request with
the Federal Express corporation and finalize whatever agreements are necessary to
initiate the placement of four drop boxes.

Dear Mr. Huston:
The Federal Express Corporation is offering a new program to accommodate the
OVERNIGHT LETTER, a new produc~ especially designed for the letter and small
package user. We propose to place outdoor drop boxes similar to mail boxes on public
property in 14 metropolitan areas in the United States. The City of Tustin is one of
the municipalities chosen to participate in the program. Other cities include Los
Angeles, New York, Boston, Philadelphia, Washington D.C., Minneapolis, Chicago,
Cleveland, Dallas, Houston, Atlanta, Denver and San Francisco.
Benefits to the City of Tustin from participation in this program include revenue
generated from fees paid to you for the right to place drop boxes on city property.
Other benefits include decreased traffic flow in your major business and industrial
areas where Federal Express users can conveniently drop off packages to be collected
once a day instead of several times a day, and city support for your business
community which uses our services an average of 67 times every day.
We realize this program is a pioneering effort in municipal and private enterprise
cooperation. In order to accomplish our goal, we are using different types of legal
arrangements in the cities we have chosen. One method we have found successful is
a franchise agreement between the city and Federal Express which gives the city full
approval for each box placed and pays an annual fee per box from Federal Express to
the city. Any other arrangements you may suggest would be welcome.
We have chosen four sites for drop boxes in the City of Tustin. I will contact you
next week to arrange a meeting to discuss the specific locations we request and
answer any questions you may have.
