COUNTY-WIDE CATV SYSTEM

I do feel Tustin should actively take part in the o~muittee to review the
feasibility of a County-wide CATV system.
BACKGRCtmD:
The concept of a County-wide inter-connect system shows great potential for being
beneficial to all cu~nities. The diversity of the services that could be made
available to each and every ccmmunity are numerous. Although cable cc~panies
should have the capability of providing these services to cum,~nities on an
individual basis, I em afraid the costs would be prohibitive. Whereas, if a
County-wide system were available, the costs could not only be defrayed somewhat,
but would probably be offered at a considerably lower rate due to volume.
While being in favor of participating on the review u~,u,.~ttee, I do have some
concerns with the County's professional ethics and the possible ramifications of
the proposed system.
1. The County began ~rking on a feasibility study prior to January, 1981.
The affected cities had no knowledge of this study until November 16,
1981 when a meeting was held to inform them that a study had been
conducted and to present the results of the study in the form of an
analysis with recu,m=ndations. At this time, only the written report for
phase four was presented. (Phase one-three were cmitted. )At the meeting,'
the cities requested copies of phases one, two and three for review.
Delivery of these copies was pr~nised by no later than November 23,
1981. Copies were not received until December 8, 1981.
2. November 17, 1981, the day after the meeting with the cities, the County
had a meeting with the various cable c~0anies to discuss this study and
the rec~mm~ndatic~s.
SYST~:
1. The County apparently desires administrative control. I am not sure that
this would be in the best interest of the involved municipalities.
2. The prepared study does not mention any anti-trust regulations.
3. Pending litigation on the non-exclusive franchise (The Boulder Case)
could impact feasibility.

If the City makes any commitments, it should be to participate c~ a feasibility
study only. If the c~,~.~Littee determines that the County-wide system is feasible,
projected implementatic~ would be three to five years in the future. This being
the case, I do not perceive the urgency for rush that is beinq projected by the
C~unty.
