ing and Paving Construction, Azusa, in the amount of $13,147.50. Motion

The C~unity Development Director presented the staff report and recom-
mendation that the Agency approve the architectural plans and deny use of
tande~ parking spaces.
Agency/staff discussion followed. Mr. Saltarelli stated that if the
developer is willing to provide more parking, even tandem, it would be of
benefit. It was then moved by Saltarelli, seconded by Edgar, to approve
the architectural plans including the use of tandem parking spaces and
that they be clearly identified as such.
Mr. Hoesterey expressed his opposition to tandem parking as being very
frustrating and poorly designed. Mrs. Kennedy conc~red.
Motion carried 3-2, Hoeeterey and Kennedy opposed.

In response to Mr. Edgar's inquiry regarding the widening of Prospect and
the possibility of widening the entire road, the Director of Public Works
stated this could be pursued under the Redevelopment Agency. The City
Manager added that staff will check into the matter and report back to the
Agency.
As reco-~ended in the me~o dated Dec-mher 2, 1981, prepared by the Direc-
tor of Public Works, it was moved by Hoestere¥, seconded by Saltarelli, to
continua the matter to Dec-mher 21, 1981.
Mr. Edgar expressed concerns over delay of the project, and stated that
the Agency had previously been informed the project would be completed in
May/June, 1982. The Director of Public Works responded that the May/June
completion date was an error and that this continuance would not delay the
project.
Motion carried 5-0.

Pursuant to the memo dated December 7, 1981, prepared by Dr. Fleagle,
Planning Consultant, it was moved by Hoesterey, seconded by Edgar, to
adopt Resolution No. RDA 81-13.
~ES0X~TION NO. ~81--13 - A Resolution of the Redevelopment Agency of
the City of Tustin ADOPTING A PRELIMINARY PLAN FOR THE SOUTH/CENTRAL
REDE~=~OPMENT PROJECT
Dr. Fleagle advised the Agency that a' finalized map and legal description
are being prepared by the City Engineer under consultant contract. In
order to avoid new impositions on descriptions and increase in fees that
take effect January 1, 1982, staff will attempt to suh~it the documents to
the Board of Equalization prior to that date. Agency approval of the
resolution will authorize staff to proceed in that direction. This is one
project with two separate project areas.

Ai~POINTMENT OF A REPRBSENTATI~E FOR THE CITY OF TUSTIN TO THE
ORANGE COUNTY VECTOR CONTROL DISTRICT
Reappoint Ralph Welsh, Jr. as representative for the City of
Tustin to the Orange County Vector Control District for the
next two-year term of office expiring Dec-tuber 31, 1983.
Councilman Edgar commented that the representative for the Orange
Count-f Vector Control District should be a Councilperson. The
motion by Edgar that Ursula Kennedy be appointed as representative
to the Vector Control District, died for lack of a second.
Councilwoman Kennedy thanked Connci]man Edgar but declined in favor
of Ralph Welsh since he currently is President of the Board of
Trustees and the Trustee Corporate Board of the California Mosquito
and Vector Control Association.
Councilman Hoesterey made a substitute motion, seconded by Salta-
relli, that Ralph Welsh, Jr. be appointed as T~stin's representative
to the Orange County Vector Control District' until his presidency
terminates, and at that time the Council will reconsider appointing
a Councilperson or reappointing Mr. Welsh. Carried 4-1, Edgar-

It was moved by Saltarelli, seconded by Hoesterey, to approve
the ~982 agreement a~ is an~ allo~ L- P. Repertory to choose
whether they wish to do a production in 1982.
Councilm~n Edgar was oppose~ to the motion because he did not
think that storage o~ their sets limited the City's space at the
Maintenance building. A substitute motion was' made by'Edgar,
seconded by Sharp, to approve the agreement wi%h the addition of
permission to store' larg~ flats at the Maintenance yard.
Mayor Sharp commented that until we need that space ourselves,
we can use it for this. Councilman Hoesterey said we would be
setting a dangerous precedent as other groups might went the
same treatment. Councilwoman Kennedy supported the substitute
motion because we subsidize other events such as the Tiller Day
parade and fair and sports. Councilman Saltarelli expressed
that the L. P. Repertory was great and that we should support
them but not with preferential treatment. He opposed the sub-
stitute motion.
Substitute motion carried 3-2, Hoesterey and Saltarelli opposed.
It was moved by Hoesterey, seconded by Edgar, to authorize the
transfer of $5,000.00 from the Police Department salary account
to the Police Department capital outlay account for the purpose
of acquiring police con~nunications equipment. Carried 5-0.

plemental appropriation of $4,500 to codify City ordinances
adopted since Dece~mer 31, 1978, and retain the services of t-he
Municipal Code Corporatiom, 1700 Capital Circle S.W., Talla-
hassee, Florida, for t. he City Code Supplementation Service at the
rate of $14.00 per supplement page. Carried 5-0. 66
It was moved by Edgar, seconded by Hoesterey, to approve the pre-
l{m~ary plan for an addition of 462 sq. ~t. of space to the
Finance Depax'tment and au~horize staff ~o have prepared plans and
specifications for the Dec-mhe= 21 meeting.
Councilman Sal~arelli stated he was ready to vote for the square
footage provided no employees except Department Heads get large
offices, and the large offices t.ha= now exist are being torn down
to make space for more people and more efficiency. Counci/~an
Edgar expressed his full support of Councilman saltarelli's corn-

vice office employees to the Finance Depare-ment.

fornia, AMENDING ARTICLE 9, CHAPteR 2, OF THE TUSTIN CITY CODE

The Co~aunity Develo~aent Director reported that this. ordinance
was prepared with the specific and ]~m~ed intent of r~ring
all multiple-unit develo~m~ents to meet the sam~ standards for
review and actio~ by ~he Planning Agency as currently required by
PD, cond~m~nium projects. If any further modifications of the
City Code over definitions and "how heights are ~asured" are
desired, staff will prepare, a separate ordinance.
The Public Hearing was opened at 11:19 p.m. There being no com-
ments or objections, it was moved by Kennedy, seconded by Edgar,
that Ordinance No. 862 have first reading by title only. Carried
5-0. Following reading, of the title of ordinance No. 862 by the
C~ty Clerk, it was moved by Edgar, seconded by Hoesterey, that

In response to Councilwoman Kennedy, it was established that
resident fees are $15/hour, non-resident fees are $30/hour, and
the group meetings are 4 hrs. on Sunday evenings from 5:30 p.m.
to 9:30 p.m. (includes set-up an_d_ clean-up time).

The representative fr~m Alcoholics Anonymous (AA) said that the
group has been meeting here for several years. They have between
200 and 400 people who live in Tustin. Of those attending, 70%
to 75% either live in Tustin. or ~he hills. They have an average
of 175 every Sunday ~ight and each contributes about 50~ per
night. This has become the most prestigious meeting in Orange
County. The City benefits from it because they go to restaurants
in Tustin after the meeting. He requested that AA be given the
rate for non-profit resident and that they be granted use of the
building for 52 Sundays/year.
It was moved b~ Kennedy, seconded by Edgar, to grant permission
to Alcoholics Anonymous for use of the C~unity Building 52
Sunday evenings a year at the non-profit resident rate of $15 per
meeting.
Councilman Saltarelli was concerned because we had eetablishe~, a
polic~ that no organization would have proprietaz~ rights every
week and other organizations have to verify that 51% of the
bets are City residents.
The Coa~aunity Services Director said that at present we have
requests for use by o~her organizations for 6 nights in 1982.
The AA representative stated that some ~mhers are very sensi-
tive about non-members knowinq they attend. It was suggested
that they could use the Council Ch-tubers on nights when the Cc~-
munity Building was rented to someone else. The representative
agreed to this su~gestion and asked for 6 weeks' notice in order
to adequately notify their members.
The motion was amended to approve the non-profit resident rate of
$15 per meeting for the C~unity Building but they can be bumped
to the Counoil C~amhers with 6 weeks' notice at t.he rental rate
for that room and Council will review in one year. The amended
motion carried 5-0. 41

trolling traffic in Tustin for February, 1982. Council
