CITY COUNCIL HELD ON MONDAY EVENING,
JANUARY 15, 1951, AT 8:05 P. M., AT
THE CITY HALL
COUNCILMEN PRESENT: Vincent L. Humeston, William.H. Gray,
William I. Miller and Frank E. Bacon, Jr,
COUNCILMEN ABSENT: J. Roy Teter.
CITY ATTORNEY C. Arthur Nisson, Jr., was present,
The meeting was oalled to order at 8:05 P. M.
City Clerk, S. C. Penington Us absent and C.
Arthur Nissen, Jr,, City Attorney, being present
acted as Secretary for the Council.
Minutes of the previous meeting Were read and ap-
proved as corrected.
On motion of Councilman. Gray, seconded by Council-
man Miller, and duly carried, a permit to place a
March of Dimes Charity Banner across East Main Street,
between the Drug Store and the Food Center was granted,
subject to the approval of the Police Department as
to the manner of erecting the same.
COUNCIL Discussion was had concerning the problem of assess-
DISCUSSES ing the property in the City for the coming year,
ASSESSING City attorney C. Arthur Nisson, Jr., was authorized
to talk with Goode and Goode Appraisers, together
with CounciIman Gray, regarding plans for assess-
sing done by the City, purpose to get tentative es-
timate of work to be done and approximate costs
thereof.
HELP AUTHORIZED Councilman Bacon moved, Miller seconded, and duly
FOR CITY carried, authorizing City Clerk S, C, Penington to
CLERK employ emergency he!p and assist him as needed at
the rate of $1.00 per hour. All members voted Aye.
Councilman Gray discussed the Disaster Program as
it stood at that time.
COLUMBUS Councilman Gray also informed the Council concern-
TUSTIN ing the proposed portrait of Columbus Tustin. He
PORTRAIT informed the Council that the tintype picture was
the only one available of Columbus Tustin and that
due to imperfections therein it would be necessary
to have a portrait painted of Mr. Tustin for the
City Hall. He submitted the bid of Robert's Studio
of Santa Ana in the amount of $55.00 for a portrait
16 x 20. The matter was held for further considera-
tion and a report from the City Attorney concern-
ing portrait bid by some artists he is acquainted
with.
UNITED CEMENT Councilman Gray moved, Councilman Miller seconded,
CO. TO BE and duly carried, that the United Cement Co. be
EMPLOYED FOR employed for curb removal and repair of curbs and
CURB REMOVAL sidewalks, at the foIlowing costs: New curb $1.05
AND REPAIR per linear foot; removal 15 cents per linear foot, new
sidewalk 25 cents per square foot. This to be done in
connection with work carried on by Elementary
School.
Councilman Miller moved, Councilman Bacon seconded,
and duly carried, authorizing City Engineer McBride
to have removed for the City a culvert at Third

and "C" Streets and authorizing. McBride to hire
Motor Grader and other necessary help.
Councilman Miller moved, Councilman Bacon seconded,
and duly carried, authorizing the City to pay ad-
ditional $50.00 for removal of tree stump in front
of the business located at 160 East Main Street
(McCoy Tin Shop), on condition that McCoy put side-
walk in front of the business premises at 160 East
Main Street according to specifications of the City
Engineer and permit granted for sidewalk improve-
ment as specified,
Councilman Miller reported that 25 cents per linear foot
was given him as a "snap price" for sewer plans and
specifications. Figured at that rate the cost to the
City would be approximately $18,000.00
MCBRIDE'S
SEWER PLAN Councilman Milled moved, Councilman Bacon seconded,
ESTIMATE and duly carried, authorizing the City Attorney to
ACCEPTED draw a Resolution accepting City Engineer McBride's
estimable for drawing plans and specifications for
sewer collection and trunk system for the City.
JUDGE ALLEN'S Cuncilman Miller moved, Councilman Gray seconded,
SALARY and duly carried, adopting Resolution No. 275 in-
INCREASED creasing Judge Allen' s salary to $165.00 per month
as of January 1, 1951.
BILLS Councilman Miller moved, Councilman Bacon seconded,
and duly carried that bills as listed be paid.
