CITY COUNCIL OF TUSTIN, CALIFORNIA,
HELD ON TUESDAY EVENING, JANUARY 2,
1951, AT 8:20 P. M., AT THE CITY
HALL
COUNCILMEN PRESENT: Vincent L. Humeston, J. Roy Teter, Frank
E. Bacon, Jr., and William H. Gray.
COUNCILMEN ABSENT: William I. Miller.
CITY ATTORNEY: C. Arthur Nisson, Jr., was present.
Mayor Humeston called the meeting to order at 8:20
P. M.
The Minutes of the previous meeting were read and ap-
proved as corrected.
City Clerk, S. C. Penington, was absent and C. Arthur
Nisson, Jr., City Attorney, being present was request-
ed to and did act as secretary for the Council meeting.
FIRE CHIEF Councilman Gray read the recommendations of the Fire
AND Department for Fire Department appointments and on
ASSISTANT motion of Councilman Gray, seconded by Councilman
APPOINTED Bacon and duly carried, the following officers were
confirmed by the Council: Fire Chief, Ralph Lindsay;
Assistant Fire Chief, Harold Carson.
RESOLUTION On motion of Councilman Gray, seconded by councilman
NO. Teter and duly carried, Resolution No. entitled a
ADOPTED "Resolution of the City Council of Tustin Determining
what Catagories of Employees shall be Included in the
Federal Social Security Plan" was adopted.
A letter from Engineer J. L. McBride was read. After
discussion it was decided to continue the matter of
employing Mr. McBride to draw plans and specifica-
tions for sewer collection lines and trunk lines in
the City of Tustin until the meeting of January 15,
1951.
The Council was also informed, by City Attorney Nis-
son, for Engineer McBride, on the mutual aid in case
of a major disaster plan setup by the County Engineer
in connection with the City Engineer. The detail of
the plan was to pool all engineering resources in
the County by collecting information as to what eq-
uipment and factlities each governing body had avail-
able for use in the event of a disaster. Engineer
McBride, in connection with Street Superintendent
McMullen, will compile this information and forward
it to the County Engineer.
Councilman William I. Miller arrived at 10:05 P. M.
ORDINANCE On motion of Councilman Bacon, seconded by Council-
NO. 81 man Teter, and duly carried unanimously, Ordinance
ADOPTED No. 81 was read for the second time by title only.
On motion of Councilman Teter, seconded by Council-
man Gray and duly carried, Ordinance No. 81 was
adopted, all members voting Aye.
RESOLUTION On motion of Councilman Miller, seconded by Council-
NO. man Gray and carried, Resolution No. entitled
ADOPTED "A Resolution of the City of Tustin Requesting Al-
location of Funds for Street Improvement from the
County of Orange out of County's aportionment of
California Highway User' s Tax Fund" was passed and
adopted.
On motion of Councilman Teter, seconded by Councilman
Miller and duly carried, Councilman Gray was author-
ized to trade the old typewriter used by the Police
Department for a good reconditioned typewriter, or
to purchase a good reconditioned typewriter without
the trade-in. Decision to be made by Councilman Gray
depending on how much could be obtained for the old
typewriter on a trade-in basis.
ORDINANCE Councilman Teter moved, seconded by Councilman Gray
NO. 82 and carried unanimausly that Ordinance No. 82 be read
ADOPTED for the second time by title only. Councilman Bacon
moved, seconded .by Councilman Teter, that Ordinance
No. 82 be adopted as read, Motion duly carried, all
members voting Aye.
BILLS Councilman Teter moved that the bills listed below
be paid. Motion seconded by Gray and duly carried.

Councilman Teter moved, seconded by Councilman Gray,
and duly carried, that the meeting be adjourned.
