RECOMMENDED ACTION: Staff recommends that the Redevelopment Agency approve the architectural plans, and deny the use of tandem parking spaces. DISCUSSION: Staff has received a proposal for the development of a professional office building located at the northwest corner of Prospect and Second Street. The project calls for the development of a two-story structure consisting of approximately 14,750 square feet of gross floor space and 60 parking spaces. In keeping with the requirements of Ordinance No. 510, staff is submitting the plans for review and approval by the Redevelopment Agency. The elevations as submitted exemplify a modern spanish motif, utilizing tile roofs, archways and a clock tower. The overall height to the roof line is 33'-0", and to the top of the clock tower is 40'-0". Staff feels that the elevations as submitted will be a benefit to the revitilization of the area, and are in conformance with the intent of Ordinance No. 510. The required parking spaces for the project'is fifty, and the applicant is proposing to supply sixty, of which sixteen are compact tandem spaces. Except in a case of extraordinary circumstances, staff cannot support the use of tandem parking. The City of Tustin definition for a parking space indicates that each space must be "accesible and usable". Tandem parking spaces are not accessible and unless strictly regulated, can be a control problem. If the tandem spaces are removed, the project would still have fifty-two parking spaces, which is two more than required by code. The applicant also proposed to enclose ten parking spaces in five, two car garages. Staff's only concern is that the garage doors be roll-up in lieu of the swing-up type, to prevent a collision. It should also be noted that by City Codes and UBC requirements these garages are only for the storage of vehicles, and cannot be permitted to store supplies or used as office space. EMK/mi
