Adoption of Preliminary Plan for South/Central Redevelopment Project
RECOMMENDED ACTION:
Adoption of RDA Resolution No. 81-13 approving the Preliminary Plan and
forwarding boundary descriptions to taxing authorities.
BACKGROUND:
The City Council approved establishing a redevelopment survey area
city-wide. The Planning Agency by Resolution No. 2007 recommended the
designation of the South/Central Project area and approval of the preliminary
'plan.
DISCUSSION:
The next step in the redevelopment process is for the Redevelopment
Agency to approve the preliminary plan and to forward the boundary description
to the taxing agencies.
In addition to the boundaries of the project areas, the properties must
be identified that are within 300 feet of the project area boundaries.
Within 90 days of receipt the taxing agencies will deliver a report to
the RDA indicating the value of property within the project area and the
estimated first year taxes available to the redevelopment agency.
Additional processes require the preparation of a final plan, formation
of required advisory committees, notice to all property owners within the area
and joint hearing before the Council and RDA.

RDA RESOLUTION NO. 81-13
A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE
CITY OF TUSTIN ADOPTING A PRELIMINARY PLAN
FOR THE SOUTH/CENTRAL REDEVELOPMENT PROJECT
WHEREAS, the City Council by Resolution No. 81-106 created a survey area
and the Planning Agency by Resolution No. 2007 recommended the
adoption of a preliminary plan for the South/Central
Redevelopment Project pursuant to Division 24, Part 1, Chapter
4 of the California Health and Safety Code; and
WHEREAS, a preliminary plan has been prepared pursuant to Section 33324
of the above referenced statute;
NOW, THEREFORE, BE IT RESOLVED that the Redevelopment Agency of the City
of Tustin does hereby find and determine that;
A. The South/Central Redevelopment Project Preliminary Plan as
recommended by the Planning Agency for the area described by the map and
boundary description as appendtxed hereto and a part hereof as Exhibit
is approved.
B. A plan for the redevelopment of the area is being prepared.
C. The Agency proposes to use the 1980-1981 equalized
assessment roll as the base year for the allocation of taxes within the
area.
O. The map and boundaries of the area as shown on Exhibit 1
also indicates the property within 300 feet from the boundaries of the
project area.
E. The Secretary of the Redevelopment Agency is directed to
transmit a certified copy of the Resolution to the Auditor, Assessor,
and Tax Collector of Orange County and to the State Board of
Equalization.
PASSED AND ADOPTED at a regular meeting of the Redevelopment Agency of
the City of Tustin held on the 7th day of December 1981.

SOUTH AREA
Beginning at the southeasterly intersection of Newport Avenue and the
Freeway; thence northwesterly along the southerly freeway right of way line to
the intersection of the 1-5 and 55 Freeways; thence southwesterly along the 55
Freeway and the westerly incorporated limits of the City of Tusin to the
intersection of the city boundary and Edinger Street at the 55 Freeway
northbound off-ramp; thence easterly along the southerly right-of-way line
of Edinger Street to the southeasterly intersection of Edinger Street and Red
Hill Avenue; thence northerly along the easterly right-of-way of Red Hill
Avenue a distance of 500'; thence easterly along the northerly right-of-way
line of the Orange County (F-lO) Flood Control Channel a distance of 1370';
thence northerly 550' on the alignment of School Lane; thence northwesterly
1380' to the easterly right-of-way line of Newport Avenue; thence northeasterly
along the easterly right-of-way of Newport Avenue to the point of beginning.
CENTRAL AREA
Beginning at the southeasterly corner of the intersection of Main Street and
Newport Avenue thence southwesterly on Newport Avenue along a line contiguous
to the easterly boundary of the Town Center Redevelopment Area to the
southeasterly intersection of Newport Avenue and Bonita Street; thence easterly
along the southwesterly right-of-way line of Bonita Street to the southeasterly
intersection of Bonita Street and Orange Street; thence northerly on the
easterly right-of-way line of Orange Street to the southeasterly intersection
of Orange Street and San Juan; thence easterly along the southwesterly
right-of-way line of San Juan a distance of 600'; thence northerly along the
boundary of Lambert School for a distance of 1100'; thence easterly 200';
thence northerly 225' to Bryan Avenue; thence southwesterly on Bryan Avenue to
the point of beginning.
