MINUTES OF A MEETING OF THE CITY
COUNCIL OF TUSTIN, CALIFORNIA,
HELD ON MONDAY EVENING, DECEMBER
18, 1950, AT 7:30 P. M., AT THE
CITY HALL
COUNCILMEN PRESENT: Vincent L. Humeston, William H. Gray, William
I. Miller, Frank E. Bacon, Jr., and J. Roy Teter.
COUNCILMEN ABSENT: None
CITY ATTORNEY: C. Arthur Nisson, Jr., was'present.
Mayor Humeston called the meeting to order at 7:30 P. M.
Minutes of the previous meeting were read and approved
after correction was made in Paragraph 11 relative to
the removal of two Pepper Trees by the California Tree
Service at 350 West Main Street and 160 East Main Street
in which the word stumps was eliminated and the word
trees designated.
City Attorney Nisson stated that the assessment of the
property of Mr. E. B. Collinge pertaining to Lots 5
and 6, in Block 7, Tustin City Tract, has been cor-
rected as requested by Mr. Coiltnge at a previous meet-
ing.
Mayor Humeston requested the Clerk to read a letter
from the Tustin Elementary P. T. A in regard to their
Swim Program during the past summer in which the Coun-
cil was requested to help make up a deficit of $225.66.
On motion of Councilman Teter, seconded by Councilman
Gray and duly carried, the sum of $50.00 was granted
for this purpose, same to be charged to the Recreation
Fund.
Mayor Humeston presented a letter from the California
League of Cities regarding a secial meeting to be
held in Sacramento on January 4th and 5th, 1951, rela-
tive to matters of National Emergency, in which it was
urged that Tustin be represented. Councilman Gray
stated that if at all possible he would be glad to
attend.
City Treasurer Idus H. Harper was present and stated
that the First National Bank of Tustin had informed
him that the Deposit Surety Bond required of the bank
was $5,000 more than is necessary on the City's de-
posit. City Attorney Nisson recommended that the City
drop this excess of $5,000 and Councilman Miller B
moved that a Resolution be prepared authorizing the
Bond be reduced by that amount, or from $15,000 to
$10,000. Councilman Bacon seconded the motion which
was carried.
The matter of Federal Social Security, available for
certain City employees after January l, 1951, was
brought up by Mr. J. A. Haskell, Crossing Guard, who
was present for that purpose. After brief discussion
by the Council the matter was held over until the
first meeting in January.
City Engineer McBride was present and presented a
letter from Mr. H. Sprenger, Road Commissioner of
Orange County, requesting his presence at a meeting
of City Engineers of Orange County to be held on
December 21st, 1950, in Santa Ana. Councilman Gray
moved that Mr. McBride be authorized to attend.
Seconded by Councilman Teter the motion carried.
MCBRIDE TO The matter of a Sewage System for Tustin was brought
OUTLINE up by Mayor Humeston and discussed at length by the
PROPOSAL Council with Engineer McBride. Councilman Miller
FOR SEWER stated that he was in favor of some definite action
SURVEY by the City in the sewer matter. Mr. McBride stated
that definite plans would be a great help. Council-
man Gray asked Mr. McBride what he could do that
would further the sewer situation and to also secure
the $1,300 available from the State. Mr. McBride
stated that at a cost of approximinately $4,000 a
complete survey would be possible. Councilman Gray
requested Mr. McBride to outline a concrete proposal
for a Tustin Sewer Survey to be submitted to the
Council at a later meeting.
Councilman Miller outlined an agreement that he had
made with the Tustin Elementary School Board in re-
gard to 201 feet of curbing at $1.00 per foot to be
installed North and South of the North line of Third
Street. The School Board to assume all responsibility
for curbs and driveway and the removal of two Palm
trees South of the North line of Third Street and the
City will assume responsibility for removing defective
curbing for approximinately 200 feet North of the
North line of Third Street. Engineer McBride was au-
thorized to proceed with this project.
ORDINANCE Attorney Ntsson presented Ordinance No. 81, repealing
N0. 81 Ordinances Nos. 21 and 53 and "Adopting an Electrical
SUBMITTED Code and providing for the appointment of a City Elec-
trical Inspector, for first reading. Councilman Miller
moved that the first reading of Ordinance No. 81 be
approved and passed as read to the next meeting. Sec-
onded by Councilman Teter the motion duly carried.
ORDINANCE Ordinance No. 82, repealing Ordinance No. 75 and pro-
N0. 82 viding for the planting, protection, preservation and
SUBMITTED control of trees and shrubs within the City" was pre-
sented by Attorney Nisson and on motion of Councilman
Miller, seconded by Councilman Teter and duly carried,
was read by title only. Councilman Miller moved that
the first reading of Ordinance No. 82 be approved.
Councilman Bacon seconded the motion. Motion carried.
RESOLUTION Attorney Nisson presented Resolution No. 273 entitled
NO. 273 "A Resolution of the Cit~ of Tustin Accepting Ease-
ADOPTED ment for Alley Purposes. On motion of Councilman
Gray, secondedby Councilman Miller and duly carried,
Resolution No. 273 was adopted.
BILLS The following bills were presented, approved and or-
dered paid on. motion of Councilman Teter, seconded by
Councilman Gray and carried.

Councilman Miller moved to adjourn. Councilman Teter
seconded the motion. Motion carried.
