Safety Committee Resolution
RECOMMENDATION: that the attached Resolution modifying the composition and
procedures for a City Safety Committee (Council Policy 70-5) be placed on
the Council Agenda for the December 7, 1981 meeting with a recor~nendation for
approval.
DISCUSSION: this resolution was prepared by the City Attorney's office at my
request based on the Safety Committee guidelines discussed and approved during
Department Head staff meetings. The intention of the resolution is to recon-
stitute the Safety Committee and to direct the Con~nittee to work toward im-
,proving employee safety awareness and reducing city costs for accidents and
injuries as outlined.
FISCAL IMPACT: no costs involved directly outside of staff time. Ail expen-
ditures would be made from department budgets when deemed necessary by the
Department Head. Some cost savings are possible through reduction of employee
accidents and injuries and the resulting decrease in Worker's Compensation
costs.

Safety Review Con~nit%ee
PURPOSE
To establish a staff committee to review and make recommendations on all
employee traffic and industrial accidents, related safety hazards, and to
establish and implement workable safety programs.
POLICY
The City of Tustin recognizes its obligation to provide the safest possible
working conditions for its employees and, in the event of an accident, to
provide prompt first aid and medical care to minimize personal injuries..
This requires a safety program whereby employees will be provided proper
safety equipment and job instruction, and their work practices will be fre-
quently reviewed and supervised.
It is therefore' the policy of the City to promote on-the-job safety{ to
establish safety standards, to eliminate avoidable accidents, to create a
~ "safety conscious" working environment, to minimize personal injury, and to
reduce the cost to the City in lost time and in damage to City equipment.
There is hereby established a Safety Committee. The committee will make
recommendations on job safety training, and minimum job safety requirements,
recommend'the purchase of necessary equipment to further the goals of safety
and will investigate and report on all accidents.
Although safety is "everyone's business" and each employee is expected to
follow safe practices, to obey safety rules, and to help generally in the
safety programs, the Safety Committee is charged with the responsibility for
implementing and aggressively pursuing improved safety activities in each
City department.

the City Manager and relevant Department Heads.
5o
The Committee will recommend safety programs and procedures for the various
departments, will promote job safety training and employee "safety sessions",
recommend the purchase of items of equipment to enhance safety, inspect City
activities to insure safety is being promoted, review industrial injury
reports, and act as advisor to the City Management on all matters related to
safety and accident prevention.
From time to time, the City Manager may assign other similar functions to the
Committee for their study and recommendations in order to provide for the
general safety of each employee and which, in turn, will reduce the financial
burden on the citizens of Tustin.
