A Resolution of the City Council of the City of Tustin, California,
COMMENDING AND EXPRESSING APPRECIATION TO CAPTAIN RON LOWENBERG FOR
HIS CONTRIBUTIONS AND SERVICES TO TUSTIN
BACKGROUND:
Captain Ron Lowenberg has resigned from the City of Tustin Police
Department to become the Chief of Police for the City of Cypress.
Upon passage of this Resolution, it will be presented to Captain
Lowenberg by Councilwoman Kennedy, liaison for the Police Department,
at the Police Christmas party on December 18, 1981.
RECOMMENDATION:
Adoption of Resolution No. 81-133 as requested by the Council.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, COMMENDING AND EXPRESSING
APPRECIATION TO CAPTAIN RON LOWENBERG FOR HIS
CONTRIBUTIONS AND SERVICES TO TUSTIN
WHEREAS, Captain Ron Lowenberg, Services and Investigative Division,
was hired by the City of Tustin in September of 1979, and through hard work,
dedication of purpose, loyalty to the City and the Police Department, coupled
with brilliance of performance and a natural expertise for doing a job we)l,
he has carved a career in police work of an outstanding and extremely high
caliber; and
WHEREAS, Captain Lowenberg's accomplishments are many and varied but
to list a few, namely: recipient of commendation for excellent performance as
Acting Chief of Police from the Tustin City Council for services from June,
1981 to September, 1981; development of a modified zero based budgeting system
for the Tustin Police Department; development of a police computer system in
conjunction with the cities of Placentia and Fountain Valley; development of a
word processing system involving use of new computerized word processing
equipment; assistance in research and preparation of a consolidated Police/
Fire Public Safety Concept for the City; and direction of development of a
Police Dispatcher Manual which is presently used as a statewide model for dis-
patcher training; and
WHEREAS, this outstanding performance record has been joined with
the personality and makeup of Ron himself, his cooperation with the public and
co-workers, his dedication not only to his job, but to bis church and further-
ance of a good family life, with a strict adherence at all times to the high
ideals and principles which has not only made him an outstanding police
employee but a warm, highly respected and well-loved human being; and
WHEREAS, it is with extreme regret that his resignation is accepted
in order that he might take the position of Chief of Police for the City of
Cypress,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Tustin hereby commends and extends appreciation to Captain Ron Lowenberg for a
meritorious and outstanding record of service and wishes him only the best in
his new undertaking.
PASSED AND ADOPTED at a regular meeting of the City Council of the
City of Tustin, California, on the~ day of , 1981.

It is rec~,.,=nded that the City Council, at their meeting of Dec. 7, 1981, by
Minute Order, authorize the Mayor to sign and the City Clerk to attest to the
attadled right of way certification.
BACKGRO3t~:
Subject project will enccmpass pavement rejuvenation, reconstruction of bad areas,
and asphalt concrete overlay on Red Hill Avenue frcm Lance Drive to Irvine Blvd.
The attached certification, per the AHFP procedural manual, is required on all
AHFP projects. This project will be submitted to the County shortly for review,
approval and authorization to advertise for bids.
It is intended that City Ccxmcil authorization to advertize for bids will probably
be requested at one of the January,' 1982 meetings.

The City of Tustin hereb~ certifies in connection with the right of way for
AHFP Project No. 1064, Red Mill Avenue reconstruction, that:
1. Ail right of way has been acquired, or all work is within existing right
of wmy and no additional right of w~y is necessary.
No building improvements exist within the right of way area. The
following underground utilities exist within the right of way area, but
will not interfere with construction.
(a) Southern California Gas Co.
(b) Pacific Telephone
(c) Southern California Edison Co.
(d) Tustin Water Service
(e) Orange County Sanitation District No. 7
(f) San Diego Pipeline Co.
In making this certification, the City of Tustin agrees to hold the County
harmless from any liability whirl1 ~r~y arise'by reason of the County's reliance
upon this certificate and its use of said rights of way.
