MINUTES OF A REGULAR METING OF THE
CITY COUNCIL OF THE CITY OF TUSTIN
HELD IN THE CITY HALL ON DECEMBER
4, 1950.
COUNCILMEN PRESENT: Vincent L. Huraeston, William I. Miller,
J. Roy Teter, Frank E. Bacon, Jr., and
William H. Gray,
COUNCILMEN ABSENT: None
CITY ATTORNEY: C. Arthur Nisson, Jr., was present,
The meeting was called to order by Mayor Humeston
at 7:30 P. M.
City Clerk S. C. Penington, was absent and C. Arthur
Nisson, Jr,, City Attorney, was requested to act as
Secretary to the Council.
The Minutes of the preceeding meeting of November 20,
1950, were approved as read and corrected.
REGARDING BERT The matter of errors in the Tax Bills and Assessment
MULLER TAX BILL Book was considered and on motion of Councilman Mil-
ler, seconded by Councilman Teter and duly carried,
the City Attorney, C. Arthur Nisson, Jr., was in-
structed with reference to the complaint of Bert L.
Muller, of Tustin, California, that Mr. Muller be
granted an extension of time until December 15th in
which to pay the taxes and City Attorney C. Arthur
Nisson, Jr., was instructed to write him a letter
explaining that tax bills could not be split or paid
partially, due to the fact that the property had been
sold by Mr. Muller after the first Monday in March,
1950.
RESOLUTION NO. Resolution No. 271 "Regarding the Authorization for
271 ADOPTED Correction of Certain Errors and Deficiancies in the
Assessment Roll" was introduced and on motion of
Councilman Miller, seconded by Councilman Bacon and
duly carried was adopted, all members voting affir-
matively.
Councilman Gray reported on the Civil Defense Pro-
gram and stated that a new City Ordinance would be
forthcoming concerning Civil Defense, and also that
a Mutual Aid Agreement would be negotiated between
the City of Tustin and the County of Orange due to
the fact that the City of Tustin is assuming respon-
sibility for t he Tustin Elementary School District
by agreement with the County.
Councilman Bacon moved, Bacon seconded the motion
which was duly carried, authorizing Police Chief
McMullen to attend a meeting of the Police Chiefs
of Orange County for the purpose of electing a
County Coordinator for law enforcement for civil
defense. Meeting to be held in the City Council
Chambers, Santa Ana, California, December 5, 1950,
at 2:00 o'clock P. M.
On motion of Councilman Teter, seconded by Council-
man Miller and duly carried, it was agreed that Po-
lice Chief McMullen and two Councilmen be author-
ized to attend a meeting discussing and informing
civil officials about Communism, to be held at Fort
McArthur, December 9th and 10th. Chief McMullen was
instructed to arrange for reservations for himself
and two Councilmen on Saturday, December 9th.

RESOLUTION Resolution No. , regarding the "Approval of the City
NO. Council agreeing to abide by the California Civil De-
ADOPTED fense Master Plan and Mutual Aid Agreement" was pre-
sented by Attorney Nisson and adopted on motion of
Councilman Gray, seconded by Councilmen Miller and
duly carried. All Voted affirmatively.
Councilman Bacon reported on the investigation of the
Police Department regarding the fair and impartial
administration of traffic laws in the City of Tustin.
He reported that nothing was found showing abuse of
fair and impartial administration. A short discussion
followed and as a result of the discussion Councilman
Teter moved, seconded by Councilman Miller, and the
motion was duly carried, that both Councilman Bacon
and Chief McMullen work out a Courtesy Warning Card
to be given minor violators as a warning and present
a card to the Council for further discussion.
EXTRA MAN Councilman Bacon requested that he be authorized, in
FOR POLICE connection with Chief McMullen, to select an extra man
DEPARTMENT to fill in on the Police Department for use during
AUTHORIZED vacation periods and other periods requiring the use
of an additional policeman. Council approved request
and authorized payment to such extra man in accordance
with the minimum wage scale prevailing in the City
Police Department.
Councilman Gray was authorized to check the battery
on the Fire Truck and to purchase a new one if it is
necessary,
Street Superintendent McMullen reported that Mr. J. L.
McBride, City Engineer, requested the City to deposit
$115.00 with the County of Orange for the purpose of
paying for the painting of white lines on the follow-
ing streets within the City of Tustin:
Main Street from Prospect to Pacific;
Sixth Street from "D" Street to Pacific;
"B" Street from Sixth Street to First Street;
"A" Street from Main to First Street;
Pacific Street from Sixth Street to First Street;
Yorba Street from First Street to North edge of City
limits.
On motion of Councilman Miller, seconded by Council-
man Bacon and duly carried the above request was
granted.
Councilman Teter moved, seconded by Councilman Miller,
and motion duly carried, authorizing the California
Tree Service to remove two pepper trees to within six
inches above ground at 350 West Main Street and 160
East Main Street, at a price of $108.00, which was the
lowest bid received for the work.
City Attorney C. Arthur Nisson, jr., was instructed to
redraw the Tree Planting Ordinance.
City Clerk S. C. Penington was requested to ask City
Engineer McBride to attend the next regular Council
Meeting to discuss the Sewer Survey Problem.
BILLS Councilman Bacon moved, Councilman Teter seconded, and
motion duly carried that the following bills be paid.

It was moved by Councilman Miller, seconded by Council-
man Bacon and duly carried, that City Attorney C. Ar-
thur Nisson Jr., be requested to draft a letter re-
questing the State Highway Department to plan to
route traffic around the City of Tustin at such time
as the Santa Ana-Los Angeles Freeway is opened and at
the direction of the City Attorney that any Freeway
planned South from the nearest point of the Santa Ana
Freeway on First Street be requested to be named the
Tustin Freeway.
The meeting was adjourned on motion of Councilman
Teter, seconded by Councilman Bacon and duly carried.
