COUNCIL OF TUSTIN, CALIFORNIA,
HELD ON MONDAY EVENING, NOVEMBER
20, 1950, AT 7:45 P. M., AT THE
CITY HALL
COUNCILMEN PRESENT: Vincent L. Humeston, Frank E. Bacon Jr., I J. °Roy .Teter, William I. Miller and
William H. Gray.
COUNCILMEN ABSENT: None
CITY ATTORNEY: C. Arthur Nisson Jr., was present.
The meeting was called to order by Mayor Humeston
at 7:45 P.M.
Minutes of the previous meeting were read and ap-
proved.
E. B. COLLINGE Mr. E. B. Collinge was present in regard to his 1950-
PROTESTS TAX 51 Tustin Tax Bill, Assessment No. 29. He stated that
ASSESSMENT that the City assessment is $12,500 on his improve-
ments and that the County assessment is $10,600. He
stated that no personal property is assessed by the
County whereas the City has assessed him in the amount
of $2,350 on personal property. City Attorney Nisson
stated that he would inquire into the legal status of
the possibility of an adjustment and would report at
the next meeting of the Council on December 4th.
Mayor Humeston presented a bill from Postmaster Caro-
lyn Campbell in the amount of $3.50 in which she
claims that a front tire on her automobile was dam-
aged to that extent by reason of a defective curb
near the Utt Juice Co., at E. Main and Prospect Sts.
Council instructed the City Clerk to forward the
claim to the Orange County Insurance Agency, care of
Dave Carmichael, for their disposition.
Mayor Humeston presented a letter regarding the monthly
meeting of the Orange County League of Cities to be
held at the Elk's Club in Anaheim, on Thursday, Nov-
ember 30th, at 7:00 P. M., and suggested that the
Council be represented at this meeting if at all pos-
sible.
Mr. Edward R. Brown, of North Hollywood, was present
and protested a Traffic Citation as issued to him by
the Tustin Police Department on November 5 last. Mr.
Brown stated that his own Traffic Citation was not
unfair but that two friends had informed him that
they had not been issued Citations because they had
displayed Police Organization Membership Cards or
Fireman Insignia on their license plates. The en-
tire matter was discussed by the Council and on mo-
tion of Councilman Teter, seconded by Councilman
Miller and duly carried it was moved that Police
Commissioner Bacon make an investigation.
Police Chief McMullen brought up the matter of re-
cent criticism of Police Officer Baier' s attitude
towards the motoring public. Council suggested that
McMullen talk to Baier, consult with Police Com-
missioner Bacon and take the matter up with the
Council at a later date.
CITY HALL Councilman Miller brought up the matter of removal

THIRD STS.
Third Streets by the State Highway Department. Council-
man Miller moved to apply for an encroachment and a
recommendation that all illegal signs within the City
be removed. Seconded by Councilman Bacon the motion
carried.
Councilman Miller brought up the matter of equipment
for the new Dodge Pickup of the Fire Department and
mentioned a 2-Way Red Light, Siren, Spotlight, etc.,
as possible equipment. Councilman Gray stated that
BILLS the Fire Department had not as yet decided what equip-
ment is required or the arrangement of the same on the
truck.
The following bills were presented, approved, and or-
dered paid on motion of Councilman Gray, seconded by
Councilman Miller and duly carried.

Councilman Gray moved to adjourn, Councilman Teter sec-
onded the motion. Motion carried.
