HomeMy WebLinkAboutANIMAL CNTL SERVICES 12-07-81DATE: TO: FROM: SUBJECT: Dec. 2, 1981 Inter-Corn HONORABLE MAYOR AND CITY COUNC~ BILL HUSTON, CITY MANAGER ANIMAL CONTROL SERVICES Councilwoman Kennedy inquired at a recent Council meeting about the County's policy with regard to enforcing the city's leash law. The City of Tustin contracts with the County of Orange for Animal Control Services. The Agreement provides that the County, through its Animal Control Department, will enforce the city's animal control ordinance. The agreement does not however specify the level of service to be provided by the County. In other words, there are no specific standards against which to measure the performance of the County in enforcing the c~ty's animal control ordinance. Attached is a letter sent by the City to the County asking for a clarification concerning the departments policy and practice with regard to enforcement of the city's leash law. Also attached is the County's response. The Police Department has contacted the Director of Animal Control to further clarify the County's enforcement practice. The County has indicated it will perform all services requested (respond to barking dog complaint, leash law violation, etc) between 7:00 a.m. and 1i:00 p.m. They have only one person on call for emergencies between 11:00 p.m. and 7:00 a.m. For those situations that cannot wait for an animal control officer, response will be provided by the Tustin Police Department. In checking with the Tustin Police Chief, it appears there is some confusion with regard to who has primary responsibility for enforcement of the City's animal control ordinance. The agreement between the City an~ the County does not define in specific terms the level ofservice to be~rovidedby the County.' I would appreciate a clarification from ~ou concerning your department's policy and practice with regard to enforcement of the City's leash law and other animal control regulations. Typically, we assign one Animal Control Officer to work Tustin as well as surrounding areas. We take from 80 to 160 actions per month in your City. If you could let me know which areas ih Tustin are having problems with leash law and other animal control violations, we could send a special patrol to the areas to attempt to resolve the problems.
