DISCUSSlCN:
The City Personnel Rules and Regulations prov'ide that upcn rec~mm~ndatin of
a Department Head and approval of the City Manager the City Gouncil may
authorize special salary adjustments. A special salary adjustment is made
when an e~ployee's salary is increased tw~ steps in lieu of the normal one
step at t_he time their performance evaluation is made.
A special salary adjustment can be made where it is determined that an
employee's performance has been outstanding or to correct any inequities
that may exist.
With regard to Messrs. Schu'ltz and Luna, 'the Maintenance Superintendent and
Director of Public Works have indicated that their performance has been
outstanding. In the case of both individuals, they possess and have
applied on the job skills which are not normally required of a Maintenance
Worker and have voluntarily performed tasks which require utilization .of
those skills.' In addition, these individuals have demonstrated very
positive attitudes toward their job supervisors and fellow employees.
Over the past several months, Ms. Treat has assumed greater responsibility
within the City Manager's office and will continue to do so as a result of
the elimination of the;~]ministrative Aide position and due to the vacancy
of the Administrative Assistant position. At this point, there is no plan
to fill the vacant Ad~inistrative Assistant position.
