Resolution Adopting Appropriation Limit For Fiscal 1981-82, Per
Article XIIIB Of The State Constitution (Gann Initiative)
To comply with Article XIIIB of the State Constitution, SB 1352,
requires that each city annually adopt a resolution stating its
current fiscal appkopriation limit.
I have calculated the 1981-82 limitation .based on the adopted
budget and find that Our limitation exceeds our actual appropria-
tions by $2.9 million. This is mainly due to a rather healthy
increase in certified population, 4,904 (16%), and a nearly 10%
increase in per capita personal income.
The certified population change is provided by the State Depart-
ment of Finance. B~ law, the information as provided by the
State is the sole source to compute the annual limitation.
Attached are the various work sheets and a proposed resolution
for adoption. We can brihg this item to Council at an~ time.

RESOLUTION NO. 81-122
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, DETERMINING AND ADOPTING AN APPROPRIATIONS
LIMIT FOR THE FISCAL YEAR 1981-82, IN ACCORDANCE WITH
ARTICLE XIIIB OF THE CONSTITUTION OF THE STATE OF
CALIFORNIA, AND CHAPTER 1205 OF THE REVENUE AND TAXATION
CODE SECTION 7910.
WHEREAS, Article XIIIB was added to the Constitution of the
State of California at a general election held on November 6, 1979;
and
WHEREAS, an annual appropriation limit must be determined for
this City effective for the fiscal year beginning July 1, 1981; and
WHEREAS, The appropriations limit must be adhered to in
preparing and adopting this City's annual budget;
NOW, THEREFORE, the City Council of the City of Tustin,
does hereby resolve and order as follows:
Section 1: In accordance with Article XIIIB of the
Constitution of the State of California, and Chapter 1205 of
the Revenue and Taxation Code Section 7910, and as set forth
in detail in the attached Exhibit "A", that .t~e appropriations
limit for the fiscal year beginning Ju~y 1, 1981 is $10,851,016.
Section 2: The appropriations limit shall not be exceeded
in the proposed budget nor by any proposed amendment to the budget°
PASSED AND ADOPTED at a regular meeting of the City Council
of the City of Tustin held on the __day of , 1981.
