MASTER PLAN FOR PARKS A~D RECREATICN
The 1981/82 budget includes monies for preparation of a Master Plan for
recreation and parks. The master plan will be an element of the City's
General Plan which addresses the present and future need for recreatic~ ar~
parks. Staff is currently preparing the request for a proposal to be sent
to various consultants. However, before it can be completed, staff needs
policy direction from the Council with regard to the unincorporated areas
within the City's sphere of influence. At this point, the City could
include its sphere of influence in the master plan or delete it and
incrementally amend the master plan as additional areas within the sphere
of influence are ~Tnexed to TUstin.
From a cost standpoint, it ~uld be less expensive to include those areas
at this point. By including the sphere of influence in the master plan,
the City is not committed to p~ovide whatever parks and recreational
programs are identified as needed in those areas through the master plan
process. The master plan would simply be a blueprint upon which the City
Council could mak~ decisions c~ncerning the need and financial feasibility
of expanding programs within those areas as they are annexed to Tustin.
The Council also has the prerogative to include in the master plan only
selected areas within the sphere of influence. Through this approach, the
master plan would pertain to the City and portions of the sphere of
influence which the Council has determined as potential areas for future
annexation.
In the event the City Council determines that the sphere of influence area
should not be included within the master plan, as indicated above, the plan
could be amended at a later date. This approach would not have a
detrimental impact and would not preclude preparation of a master plan
which pertains only to the City of Tustin.
