MINUTES OF A MEETING OF THE CITY
COUNCIL OF TUSTIN, CALIFORNIA,
HELD ON MONDAY EVENING, JULY 3,
1950, AT 7:40 P. M. AT THE CITY HALL
COUNCILMEN PRESENT: Vincent L. Humeston, J. Roy Teter,
E. Bacon, Jr., WiIliam H. Gray.
COUNCILMEN ABSENT: William I. Miller
CITY ATTORNEY: C. Arthur Nisson, Jr., was present.
The meeting was called to order by Mayor Humeston
at 7:40 P. M.
Minutes of the meeting of June 19 were read and ap-
proved after an addition to paragraph 3 was made relative to
the proposed subdivision of Hugh Marshall, North of First .
Street and West of Prospect or "E" Streets, in which it is
stated that "the City Attorney was authorized to prepare a
Resolution accepting Lockwood Park Place designated as a pub-
lic street in said tract in accordance with plans and specifi-
cations approved by City Engineer McBride based on compliance
with Orange County Road Department Standards and Specifica-
tions and the addition of 4 foot standard sidewalks."
Mayor Humeston read a Ietter from the Department
of comeerce relative to the recent Federal Census which states
that Tustin now has a population of 1140 instead of 1300 per-
sons. The letter was turned over to Attorney Nisson in order
to check the files with Mr. Atkinson for possible errors.
The matter of insurance renewals was broought up
and upon suggestion of Councelman Teter the possibility of
placing an order for same with Iocal Agents Leonard Hanley
or W. S. Leinberger is to be discussed at the next meeting.
Mayor Humeston read a letter from the City of Santa
Ana, signed by VirgiI H. Read, Trustee, in answer to a letter
of inquiry from the City of Tustin relative to the possible
charge by Santa Ana to convey Tustin sewage to the Santa Ana
line. The letter stated that the matter had been given study
and consideration but there could be no commitment as to
charge until the Sanitatlon Disticts are in operation.
Police Chief McMullen stated to the Council that
he had the Trailer situation well in hand.
Councilman Teter outlined to the Council the re-
set of the Sanitation District meeting held in the City Hall
on the evening of June 27.
Councilman Gray stated that the officers of the
now disbanded veterans of Foreign Wars orgainzation de-
cided not to sell the flag previously offered for sale to
the City. He submitted a Ietter from them offering the free
use of the flag to the City Court Room on condition that the
flag be returned when and if requested. On motion of Council-
man Bacon, seconded by Councilman Teter and duly carried, the
offer of V. F. W. Post 9203 was accepted.
Councilman Gray reported on his progress in organ-
izing Tustun' s Disaster Relief Council and stated that he
would have the organization complete in the near future.
Miss Elsa R. Armstrong, owner of property at 505
South "'B" Street, was present and protested that in her opin-
ion the assessed value of her property was out of line and
higher than certain surrounding properties. Council suggested
that the Assessor check into this matter and report at a later
meeting.
Councilman Bacon suggested that Tustin's Volunteer
Firemen should be provided with protective helmets for use
when on duty. Councilman Gray stated that he would take the
matter up with Fire Chief Lindsay.
On motion of Councilman Gray, seconded by Council-
man Bacon and carried, the Fire Department was authorized to
build proper hose racking facilities inside the Fire Station
and if they so desire to purchase the proper type of protec-
tive helmets,
The following bills were presented, approved, and
ordered paid on motion of Councilman Teter, seconded by
Councilman Bacon and duly carried.

Councilman Teter moved to adjourn, Councilman Gray
seconded the motion. Motion carried,
