HomeMy WebLinkAboutCC MINUTES 1950 06 05 MINUTES OF A MEETING 0F THE CITY COUNCIL OF TUSTIN, CALIFORNIA HELD ON MONDAY EVENING JUNE 5, 1950, AT 7:35 P. M. AT THE CITY HALL COUNCILMEN PRESENT: Vincent L. Humeston, J. Roy Teter, Frank E. Bacon, Jr., William I. Miller and William H. Gray. COUNCILMEN ABSENT: None CITY ATTORNEY: C. Arthur Nisson, Jr., was present. Mayor Humeston called the meeting to order at 7:35 P. M. Minutes of the previous meeting were read and ap- proved. Hugh Marshall, Builder, of Santa Ana, was present and submitted a Blueprint of a proposed plan for subdividingl the property of Mr. Warren K. Hillyard, in the Teodocio Yorba Tract, North of First and West of Prospect Streets, and erecting sixteen homes to sell from $9,000 to $10,000 each. Coun- cil referred the matter to the next meeting of the Planning Commission to be held on June 19. Fire Chief Lindsay was present and reported that there had been trouble with the carbureator on the Fire Truck, that Al Garthe had repaired same and that it was now functioning properly. Chief Lindsay requested authorization to purchase two 30 lb Ansul Fire Extinguishers to be installed on the Fire Truck and used on Class B and C fires, at a cost of $70.00 each, also one carton Carbon Dioxide Re- fill and two pails Ansul Dry Chemical. On motion of Councilman Gray, seconded by Councilman Teter and duly carried, the purchase of this equipment was authorized to be made. A request by the Fire Chief for realignment of the front wheels of the Fire Truck was also approved. Councilman Gray suggested that when new tires were purchased and installed on the Fire Truck the old tires should be installed on the City Trash Truck. Fire Chief Lindsay reported that four Fire Hydrants located on "D" Street were not usable and suggested that these hydrants be moved to locations of greater need, Councilman Gray suggested that Chief Lindsay and Councilman Gray contact Mr. Walter Rawlings re- garding the possibility of these changes with later recommendations to the Council. City Engineer McBride was present and submitted a plan for the improvement of "C" Street and stated that the sum of $3,400 was available for this pur- pose and assuming there was $1,603.99 available from the County there would be a total of $6,438.37 available to complete the project after the Spring rain of 1951 and the completion of the new Grammar School. Mayor Humeston read a letter from Postmaster Camp- bell requesting a 20 minute parking zone directly in front of the Post Office. RESOLUTION Attorney Nisson presented Resolution No. 264 entitled NO. 264 "A ResolutiOn of the City Council of the City of Tus- ADOPTED tin Regulating Parking and Establishing Central Traf- fic Zone C. On motion of Councilman Teter, seconded by Councilman Bacon and duly carried. Resolution No. 264 was adopted. Engineer McBride presented a Contour Map relative to the proposed Sewer.System for Tustin, including Man- holes which he explained in detail to the Council. RESOLUTION NO. Attorney Nisson presented Resolution No. 265 entitled 265 ADOPTED "A Resolution of the City Council of the City of Tus- tin fixing the salary of the Clerk of the City Court," Resolution No. 265 was adopted on motion of Councilman Gray, seconded by Councilman Miller ands duly carried, thereby increasing the salary of the Clerk of the City Court from $25.00 to $50.00 per month. In answer to a request from the Francis Market, Coun- cilman Bacon stated that Police Chief McMullen had been instructed to eliminate a loading zone area in front of their place of business. On motion of Councilman Miller, seconded by Councilman Teter and carried, the Mayor and City Clerk were au- thorized to sign Project Statement No. 1 in the amount of $4,834.38 for the improvement of "C" Street from Main to First Street. Attorney Nisson called attention to a number of viola- tions of the Trailer Ordinance No. 58. Councilmen Gray suggested that a form letter setting forth the provis- ions of the Ordinance be prepared and mailed to each Violator as a warning previous to an effort to enforce the Ordinance. BIDS Councilman Bacon submitted two bids on a new Police Car, SUBMITTED one from George Dunton, Santa Aria, of $653.85 and one ON NEW from McCoy Motors, of Anaheim, for $549.00, including POLICE CAR change over of equipment. Councilman Miller suggested that the four doors be painted white and that item to be included in the lowest bid. Council agreed that if this could be done a contract for the purchase of a new Police Car could be awarded at the next regular meeting.
