A~qUAL P~UALIFICATION RESOLUTION ~TION: That the Tustin City Council, at their meeting of September 21, 1981, adopt the attad~ed resolution informing the Arterial Highway Financing Program Advisory Committee of the status of the City of Tustin Master Plan of Arterial Highways. BACKGROUhD: Current A.H.F.P. policy requires each city participating in the A.H.F.P. program adopt a resolution each year, to affirm that the City's Master Plan of Arterial Highways (MPAH) is in conformance with the County's Master Plan, and that the City has adequate setback and limited access provisions to protect the integrity of the arterial system. The City's current M.P.A.H. differs slightly frcm the County M.P.A.H. as follows: A major highway was added extending northerly from the intersection of Barranca Road/Jamboree BDad intersection to Weir Canyon Road. Recently, Council had a concern regarding the arterial classification of Main Street between Newport Avenue and the westerly City limits. It was desired to revise this highway to a secondary classification (80 ft.) in lieu of its current primary classification (100 ft.). Staff has not had the time to adequately review the effects of this type of change and suggests that no action be taken along Main Street at this time. RR db RESOLUTION NO. 81-109 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, INFORMING THE ARTERIAL HIGHWAY FINANCING PROGRAM ADVISORY COMMITTEE OF THE STATUS OF THE CITY OF TUSTIN MASTER PLAN OF ARTERIAL HIGHWAYS. 6 WHEREAS, the City of Tustin has a Master Plan of Arterial ? Highways, and 8 WHEREAS, the Arterial Highway Financing Program requires annual requalification of participating cities in said program; 9 THEREFORE, be it resolved by the City Council of the City of 10 Tustin, that: 14 15 11 The Arterial Highway Financing Program Advisory Committee be, and here is, informed that the City of Tustin's Master Plan 12 of Arterial Highways is in conformance with the County of Orange Master Plan of Arterial Highways with the following exception: 13 a. The addition of a major highway extending north from Barranca Rd./Jamboree Rd. intersection to Weir Canyon Rd. and the City of Tustin has adopted Zoning Ordinance No. 157, as 16 amended, requiring setback to protect ultimate arterial highway right-of-way, and in addition, the City of Tustin has adopted 17 Subdivision Ordinance No. 651, as amended, which provides for limitation of access to the arterial highway system. 18 PASSED AND ADOPTED at a regular meeting of the City Council 19 of the City of Tustin, held on the 21st day of September, 1981. 2O 21 22 MAYOR 23 ATTEST: 24 25 26 CITY CLERK 27 28
