Request for Purchase of Mobile Radio Telephbnes
In both of Captain Williams' reports regarding the chemical spill
on August 9, 1981, he identified as a very critical need, mobile
telephones for certain units in the Police Department. Council
expressed interest in having bids presented on mobile telephone
systems. I have taken the liberty of expanding the bids to
include fi.ve mobile telephones. The four identified by Captain
Williams (Field Supervisor's unit, Chief of Police's uni~,
Operations Commander's unit, Services Commander's unit) as well as
an additional one for the City Manager's vehicle. His position as
Executive in charge of all disaster responses mandates that he
also have a unit equipped with this mobile communications
facility.
In looking into the mobile telephones, we have discovered that
there are two basic approaches available: one using VHF (very
high frequency) and the other using UMF (ultra high frequency).
VHF is the more powerful of the two and would be desirable in
those situations where there are many obstructions, particularly
extremely mountainous areas where the mobile operator is quite
distant. However, in the Orange-Los Angeles County areas, there
have been no problems of this type, nor is the terrain such that
this additional power is needed. Additionally, the VHF channels
are limited and there are no plans for expansion of them in the
immediate future. It is very difficult, therefore, because of the
heavy traffic, to get on a VHF radio telephone channel. Thus,
much of the benefit from the mobile telephones could be lost. UHF
has a shorter range than the VHF and therefore would be unusable
in those situations where the mobile telephone was out of the
County area unless there was access to an appropriate repeater.
Of particular significance is the fact that there are
significantly more UHF channels than VHF channels and that number
is being increased steadily (for that reason exact number of
channels is difficult to quote).
Due to the fact that UHF is the most recently developed and that
many of the old radio telephones are on VHF channels, UHF traffic
is lighter and the greater number of channels avaialable on UHF
means that the radio telephones are usable on demand without '
having to wait for other users.

Another feature of concern in the purchase of radio telephone
systems is whether the systems are fully synthesized or if they
use crystals. A crystal system is limited in the number of
channels that may be used and the addition of any channels
requires an outlay of approximately $30 per crystal. Thus, as
channel usage is modified in the future, this could become a
rather expensive change requiring $15-0 for each channel change on
the five radio telephones. A fully synthesized system, on the
other hand, does not use crystals and an addition or deletion of
channels is simply a matter of adjustment at, for all intents and
purposes, no charge.
Based upon the above concerns, we would recommend that the Council
consider a fully synthesized UHF system and not a VHF
uasynthesized system.
Bids were solicited and four were received. A breakdown of those
bids is attached. Based upon those bids, Council has two basic
options. The first is an outright purchase of the five mobile
telephones. The second is a lease-purchase option as offered by
Electronic Telephone Corporation in their bid. This bid, hewever,
over a period of three years results in a total cost of $7,200
more than the outright purchase bid for the same equipment from
Electronic Telephone Corporation. It is, therefore, the Police
Department's recommendation that Council purchase the mobile
telephones outright as in the first option.
Contact was made with Finance Director, Ron Nault, regarding
financing of this purchase and it is his recommendation that the
telephones be purchased from uncommitted funds.
RECOMMENDATION
That the City Council authorize the Finance Director to purchase
five Harris Alpha 2000 UHF mobile telephones from In-Touch
Communication Systems of America, taking advantage of the less ten
percent for COD bid, making a bid total, including installation
and one year service contract, of $16,826.42. This bid is
o~than the next lowest bid for the same system.
