It is recommended that the City (~ouncil adopt the attached resolution which
designates the area within the City limits of the City of Tustin (excluding
the Town Center area) as a survey area and directs the Planning Agency to
select one or more project areas within the survey area.
DISCUSSICN:
Cit~ Council has gone through the procedural steps required to establish
the Town Center Redevelopment area and plan. At this point, it w~uld be
appropriate .for the City Council. to direct the Planning Agency to examine
the balance of the ~onmunity for the purpose of determining whether other
areas should be ~onsidered and designated as l~edevelo~mlent Project areas.
The first step in that process is the designation of a survey area within
which the Planning Agency would conduct its review. By identifying the
balance of the City's limits as a survey area, the City Cbuncil is not
necessarily committing itself to create any other project areas. It is
anticipated that it will take approximately six to nine months to oomplete
the analysis and procedural steps required to establish one or more project
areas and to fo£~,.~late a preliminary plan for the redevelo~nent of each
selected project area.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN
DESIGNATING A SURVEY AREA FOR REDEVELOPMENT PROJECTS
4 The City Council of the City of Tustin does hereby resolve as follows:

1. The City Council finds and determines as follows:
A. That a Redevelopment Agency was authorized by Ordinance No. 696
on October 4, 1976.

That a Redevelopment Plan was approved and adopted by Ordinance
No. 701 for the redevelopment of the Town Center Area of Tustin
generally described as an area bounded by "B" Street on the
west, the Santa Aha Freeway on the south, a line easterly of
Newport Avenue to the east, and a line northerly of Irvine
Boulevard.
Subsequent to the adoption of the Town Center Redevelopment
Plan the City has expanded it's corporate limits by the
annexation of county islands and land in agricultural use on
the easterly boundary of the City.
Certain areas within the corporate limits of the City lack
public improvements; show elements of blight and deterioration;
and are subject to flooding and lack of public improvements
which preclude development without public assistance.
The City Council pursuant to the Community Redevelopment Law (Div.
24, Part 2, Chapter 4, Article 2, California Health and Safety
Code) does hereby:
Designate the area within the corporate limits of the City of
Tustin, excluding that area included within the Town Center
Area, as a survey area for project study purposes.
B. Finds that the area requires study to determine if a
redevelopment project or projects within the area are feasible.
Describes the survey area as all of the area within the
corporate limits of the City of Tustin with the exception of
the existing project area contained within the Town Center
Redevelopment Plan.
Determines that the designation of a survey area is a
feasibility study classified as a Class 6 Categorical Exemption
from the requirements of the California Environmental Quality
Act.

Directs staff and the Planning Agency to select one or more
project areas and to formulate a preliminary plan for the
redevelopment of each selected project area.
PASSED AND ADOPTED at a regular meeting of the City Council of the City
of Tustin, California, held on the day of , 1981.
