CITY OF TUSTIN, HELD ON MONDAY EVENING
APRIL 3, 1950, AT 7:45 P.M., AT THE
CITY HALL
COUNCILMEN PRESENT: Vincent L. Humeston, Frank E. Bacon, Jr.,
and William I. Miller
COUNCILMEN ABSENT: William H. Gray and Arthur M. Charleton.
CITY ATTORNEY: C. Arthur Nisson Jr., was present.
Mayor Humeston called the meeting to order at 7:45 P. M.
Minutes of the preceeding meeting were read and approved.
PROTESTING Mr. and Mrs. Lloyd W. Sudduth, Mrs. Hans Johansen and Mr.
TRUCK C.F. Wimmer were present and entered a protest to the
PARKING Council in regard to trucks and trailers making a practice . .
ON "D" ST. of parking for an hour or more at a time on D Street,
between Second and Third Streets, in front of their places
of business, thereby shutling off their view of the street
and shutting off the view of the public from their places
of business. Councilman Miller suggested that the matter
be further investigated and brought up at the next meeting.
Mayor Humeston also suggested that cards be sent to all in-
terested parties in the block who may desire to express
their views in the matter. Police Chief McMullen stated
that he would furnish the required names to the City Clerk's
Office for notification that the matter would be Brought
up again at the meeting of April 17, 1950.
RESOLUTION City Attorney Nisson presented Resolution No. 252 entitled
NO. 252 "A Resolution of the City Council of the City of Tustin
ADOPTED declaring weeds growing in the City streets to be a nuis-
ance and specifying streets or parts of streets upon
which the nuisance exists in the City of Tustin, and dir-
ecting the Superintendent of Streets to give notice to all
owners of property frontlng upon the streets or parts of
streets named in front of which property the nuisance ex-
ists to abate said nuisance," which was read by title only.
Attorney Nisson stated that there had been a change in the
law in regard to weed abatement and that the new law has a
seperate clause which provides "that in case the City has
to clean the weeds from lots the bill cannot be added to
the taxes but must be billed by the City seperately. On
motion by Councilman Miller, seconded by Councilman Bacon
and duly carried, Resolution No. 252 was adopted.
SIGNING City Attorney Nisson rendered an opinion in regard to the
OF CITY signing of City Warrants in the future, based on Section
WARRANTS 40602 of the Government Code, which states that the Mayor
shall sign all City Warrants. Attorney Nisson also sug-
gested appointment of a Mayor Pro Tem after election so
that he can function in the matter of signing the Warrants
during the abscence of any reason of the Mayor. Council-
man Miller suggested that the City Clerk contact City Au-
ditor Hanson as to just what he requires in the matter of
signing of the Warrants.
OVERTIME Councilman Bacon presented statements of overtime work by
PAYMENTS Police Officers Ray E. States and Edward H. Baier during
TO STATES the absence on vacation of Police Chief McMullen. Both
AND BAIER officers worked 72 hours extra. After discussion by the
Council Officer States was allowed overtime for 72 hours
at $1.10 per hour, or $79.00, and Officer Baler was al-
lowed 72 hours at $1.00 per hour, or $72.00. On motion
of Councilman Bacon, seconded by Councilman Miller and
carried, the overtime payments was ordered to be made.
The City Clerk was instructed by the Council to forward
letters to all Building, Plumbing and Electrical Contract-
ors regarding the acquiring of Permits for all work of
that nature within the City whereby Permits are required.
The letter to be worded as outlined by the City Clerk
and read to the Council by Mayor Humeston.

On motion by Councilman Miller, seconded by Coun-
cilman Bacon and duly carried, Mayor Humeston was
authorized to act as Coordinator and to fill out
cards sent out by the California State Disaster
Council and to take any further necessary steps
in order to comply with the action requested on
local Disaster Relief.
BILLS The following bills were presented, approved and
ordered paid on motion of Councilman Miller,
seconded by Councilman Bacon and duly carried.

Councilman Miller moved to adjourn. Councilman
