NEW BUSINESS No. 2 9-8-81 DATE: AUGUST 28, 1981 I n t e r� C om TO: CHARLES THMR, INTERIM CITY MANAGER FROM: BOB LEDENDECKER, DIRECTOR OF PUBLIC WDRKS/CITY ENGINEER SUBJECT: PUBLIC WDFUS DEPARTMENT PERSONNEL VACANCIES RECOMMENDATIONS: That the Tustin City Council, at their meeting of September 80, 1981, authorize the following: a. Recruitment for and filling of the Water Service Maintenance Worker position. b. Downgrading of the vacant Assistant Civil Engineer position to a Jr. Civil Engineer position and the filling of the Jr. Civil Engineer with David Poage on a closed promotional basis. c. Downgrade the salary range of the Engineering Aide position at all steps by an amount of 58. BACKGROUND: Three employees have resigned their positions within the Water Service and Engineering divisions as follows: LARRY J. BERLE, Water Maintenance Worker, has resigned his Position with the City effective August 28, 1981 due to the relocation of his residence out of the area to northern California. DOUGLAS PIKE, Assistant Civil Engineer, has resigned his position with the City effective September 5, 1981 to take employment in the sales field with a computer manufacturing firm. DAvID POAGE, Engineering Aide, has resigned his position with the City effective September 4, 1981 to take employment with a local consulting civil engineering firm. The City attempted to fill the Assistant Civil Engineer position, which had become vacant in September, 19800, and experienced great difficulty in finding qualified individuals. This position was finally filled in June of 1981 and, again, it has became vacant. David Poage's resignation was for reasons of career advancement. David is presently attending college on a part time basis and working towards his degree in civil engineering. He is an ambitious individual and his work is of the quality that our department has set as its standard. I feel that we should attempt to retain David's employment with the City and that the following be implemented: Downgrade the Assistant Civil Engineer position to a Jr. Civil Engineer position with the respective salaries from ($1980 - $2407) to ($1795 - $2183). Promote David Poage on a closed promotional basis to the new position of Jr. Civil Engineer at "B" step. PUBLIC WORKS DEPARTMENT PERSONNEL VACANCIES AUGUST 28, 1981 PAGE 2 Downgrade the Engineering Aide salary range by 58 from ($1380 - $1677) to ($1311 - $1593) and readvertise to fill this vacant position. Qualified individuals with civil engineering backgrounds are extremely difficult to find in today's personnel marketplace as experienced in our previous recruitment process. It is in the City's best interest to retain experienced employees that we have previously trained and that are knowledgeable of our operations. FINANCIAL IMPACT: The financial impact to the City will result in a $3,696.00 annual base salary and the related fringe benefit savings. BOB LEDENDECKER DIRECTOR OF PUBLIC FORKS/ CITY ENGINEER
