That the Tustin City Council, at their meeting of August 17, 1981, appropriate the
amount of $15,500 of general fund monies for the modification of m~dian islands on
Irvine Blvd. at the intersections of Mountain View and "A" Street.

At the City Council meeting of August 3, 1981, the necessity for the subject
project was discussed and the project approved subject to funding availability.

PRC~OSAL:
Bids were opened on the sidewalk replacement in Centennial Park this past week and
were approximately $15,500 under the budgeted amount of $50,000.00 of general fu~d
monies.
It is proposed that the surplus funds in the amount of $15,500 be utilized to
finance the unbudgeted project of Center Median Modification on Irvine Blvd. at
the Mountain View and "A" Street intersections.
FISCAL IMPA~"T:
No net impact to the 1981-82 budget. These funds are a surplus frc~ the
Centennial Park Sidewalk Replacement project.

That the Tustin City Council, at their m~eting of August 3, 1981, place the Median
Island modifications along Irvine Blvd. at the Mountain View and A Street
intersections on a priority list for capital projects to be added to the 1981-82
Capital Improvement Budget subject to funds being available due to reduced costs of
other capital projects scheduled in the 1981-82 fiscal year.
BACKGR~JND:
R~cently, st~*f installed some traffic control signs along Irvine Blvd. at the
intersections of Mountain View and "A" Streets. These signs prohibited U-tur~. and
left turns at eadu of the intersections. Their installation was initiated because of
the lad~ of protected left turn lanes within the median islar~M. These intersections
are becoming a traffic hazard, as traffic volumes increase, for motorists making left
or U-turns. As a result of these sign installations, staff has received many
c~,~Mlaints (9) frcm businesses on the northerly side of Irvine Blvd. who have had
their access blocked to motorists traveling eastbound on Irvine and desiring to turn
left at either intersection into private driveways of the businesses.
As a result of these complaints, staff has removed the '~o Left Turn" signs at each
intersection. In order to eliminate this hazardous condition and inconvenience to
the businesses, it is suggested that protected left turn lanes be installed within
the median islands at eadu intersection. These left turn lanes would require
xodification to the existing islands (see attached sketches) that were constructed by
the County of Orange in 1966. There would be a minimal loss of dichondra area at
each intersection and it appears that the Olive tree at Mountain View intersection
could remain in place.
The estimated cost for each intersection modificatic~u is as follows:
Mountain ViewStreet ..... $7,300.00
"A" Street ........ 8,950.00
The 1981-82 Capital Budget does not include any funding for these projects. It is
re~'m~nded that both of these projects be .placed upon a priority list for capital
projects to be added to the current 1981-82 Capital Improvement Budget in the event
funds become available due to reduced costs of other Capital projects within the
1981-82 fiscal year.
