This volunteer will provide input for the proposed modifications to the Santa Ana Freeway and Newport Freeway interchange. Councilman Richard Edgar formerly represented the City of Tustin cn this conm~ittee but it was felt that a citizen, rather than an elected official, should participate in this capacity. DISCUSSICN: The city has received a letter from Mr. Franklyn Schott expressing his desire to serve cn the Aesthetic Review Board. Mr. Edgar has also had verbal interest expressed by Mrs. Kathy Wiel and Mr. Frank Greinke. The person selected for this ccm.~ittee will serve at the Council's pleasure. FISCAL IMPACT: There is no fiscal impact associated with this appointive position. Interim City M~nager CT..dmt July 12, 1981 Tustin City Council 300 Centennial Way Tustin, Ca. 92680 Council Members: I understand that the City of Tustin is seeking a person to represent the City of Tustin on the Caltran's Aesthetic Review Program, which will provide input on proposed modifications of the Santa Ana-Newport Freeway. I would like to offer my services on a voluntary basis. I would do the following: a) Attend, monitor and report to the City of Tustin such de- velopment as may be of concern to the community of Tustin. b) Represent and express the views of our c~unity at meetings pertaining to the proposed modifications. c) Make decisions relating to the project's Asthetic effects and such other concerns for which authorization is delegated. I feel that my professional and prior community services and experience are appropriate for this activity. The following summary of my credentials should assist your decision: Principal; Education Institute of Tustin, President; Harvard High, Inc., School Management Corporation, Executive Director: Geospace Corporation, Member; Tustin, Anaheim, & Garden Grove Chambers of Commerce, National Science Teacher's Association, Association of California School Administratiors, National Safety Council, Prior Consultant as - Senior Engineer/Scientist; staff systems and policy ~-~king executive, Program Management: monitor- ing and performance, budgetory development and control, President and Vice President and Chairman of the Board' of Directors of several civic organizations and exper- ience in development of systems, majored in Archictect- ural programs as undergraduate student, present candidate for Ph.D. in management, have prior experience in trans- portation studies and proposal development.
