Request: Authorization to amend the existing Master Sign Plan to
allow commercial signing for the professional office
building.
RECOMMENDED ACTION
Approval of the Use Permit to amend the Master Sign Plan by the
adoption of Resolution No. 1994.
BACKGROUND
The Planning Agency approved the Packer's Square Shopping Center by
Use Permit in August, 1978. This action authorized development of
the mixed use project, retail commercial, restaurants and office
pursuant to the Planned Community District regulations. Parking
requirements for the center were based upon the intended use of
each building.
In April of 1980, authorized professional signing for the office
building (6 sq. ft. max.) with commercial signing allowed for any
real estate or financial institution business.
An employment agency which occupies a first floor suite requested
and was denied a variance application (January 1981) for commercial
signing.
DISCUSSION
The request is to allow signing authorized for the commercial
tenant to be granted also to the office tenants. The plans would
authorize per tenant:
1) 1 - 4 square ft. trellis hanging sign (arcade type).
2) 1 - 13 square ft. trellis sign facing the parking area.
3) 1 - directory sign and i door sign.

The Tustin Sign Code authorizes I - 6 sq. ft. I.D. sign per tenant,
and it further states:
"Signs shall be related to the standards applicable to the
authorized use and development of the property. (For example,
a professional office building constructed in the commercial
district shall be limited to the signing authorized for the
professional district.)"
CONCLUSIONS
1. The proposed change will not disturb the uniformity of design
of the Master Sign Plan.
The 13 square foot wall signs will not present a visual impact
to the area. All other proposed signs will be visible only on
site.
3. The Planning Agency may review the proposal as authorized in
Article VIII, Section 13 of the Sign Code which states:
"ALLOWED SIGNS IN THE PLANNED COMMUNITY DISTRICT
Signs in the Planned Community District shall be as approved
by the Planning Commission in the approval of the Use Permit
or Development Plans, and shall be governed by the criteria
related to the character of use."
An approval would set a precedent for all future mixed use
developments, and the agency should expect similar applications
in the future.

A RESOLUTION OF THE PLANNING AGENCY OF THE
CITY OF TUSTIN, AMENDING THE MASTER SIGN
PLAN FOR THE OFFICE BUILDING AT PACKER'S
SQUARE IN THE PLANNED COMMUNITY DISTRICT (P-C)
Agency of the City of Tustin does hereby resolve as
I. The Planning Agency finds and determines as follows:
A. That a proper application, Use Permit No.81-25, has
been filed on behalf of the Robert P. Warmington Company
to amend the master sign plan for the office building in
Packer's Square at 13112 Newport Avenue.
B. That a public hearing was duly called, noticed and
held on said application.
C. That establishment, maintenance, and operation of the
use applied for will not, under the circumstances of
this case, be detrimental to the health, safety, morals,
comfort, or general welfare of the persons residing or
working in the neighborhood of such proposed use,
evidenced by the following findings:
1. The use is in conformance with the Tustin Area
General Plan.
2. The application is in conformance with Article VIII
Section 13 of the Tustin Sign Code (Ord. 684).
D. That the establishment, maintenance, and operation
of the use applied for will not be injurious or detri-
mental to the property and improvements in the neighbor-
hood of the subject property, nor to the general welfare
of the City of Tustin, and should be granted.
E. Proposed development shall be in accordance with the
development policies adopted by the City Council, Uni-
form Building Codes as administered by the Building
Official, Fire Code as administered by the Orange County
Fire Marshal and street improvement requirements as
administered by the City Engineer.
F. The proposed action is exempt from the reporting
requirements of the California Environmental Quality
Act.
G. Final development plans shall require the review and
approval of the Community Development Department.

II.
The Planning Agency hereby adopts amended Conditional Use
Permit No. 81-25, to authorize commercial signing for the
Packer's Square office building subject to the following
conditions.

Signing shall be limited to those types, sizes and
locations as authorized in Sign Criteria (Building D),
Packer's Square, Exhibit "A", as attached.
Authorization to display commercial signing on the
office building does. authorizer's,, use of the structure for
retail commercial or restaurant uses.
PASSED AND ADOPTED at a regular meeting of the Tustin Planning
Agency, held on the 3rd day of August, 1981.

Dear Mr. Brotemarkel:
The Robert P. Warmington Company proposes to amend the
Conditional Use Permit to allow uniform signing throughout
the entire project referenced above. We are Submitting a
uniform sign plan which w6uld replace the existing sign plan
ordinance 684.
At present, signing.on the retail portion of the project
consists of 10'0" x 16" trellis signs located on each unit
with a 5'6" x 3 3/8" door plaque signs and 48" x 11" trellis
hanging signs on only a portion of the building.
We propose to install the 10'0" x 16" trellis signs on
the west and south trellis of the office building in Packers
Square, thereby creating a more consistant signing program.
The center will benefit aesthetically due to the increased
unifoL~ity, as well as providing better identity for offices
in difficult locations.
The office and retail elevations are similar architecturally
and were constructed with electrical power for the future erection
of identification signs conforming to the trellis signs existing
on building B. There would be no exterior trellis modification
necessitated by such an installation.
In conclusion, the amended criteria as proposed by the
Robert P. Warmington Company would provide rom the addition of
the 10'0" x 16" trellis signs to the west and south facing
portions of the Packers Square office complex.

PACKER'S SQUARE
This criteria establishes the uniform policies for Tenant sign
identification with Packer's Square, Building D. This criteria
has been established'for the purpose of maintaining the overall
appearance of the Center. Conformance will be strictly enforced.
Any sign installed that does not conform to the sign criteria
will be brought into conformance by the Tenant.
A. General Requirements:
1. Drawing of the size and shape of the approved sign is
shown on the attached sheets. The signs and installation
shall be paid for by the Tenant.
2. Packer's Square Management shall approve all copy and
design prior to the fabrication of the sign.
3. Packer's_ Square Management shall direct the placement
of all Tenant Signs and the method of attachment to the
building.
4. Tenant shall be responsible for the fulfillment of all
requirements of-this criteria.
