HomeMy WebLinkAboutCC MINUTES 1949 10 17 MINUTES OF THE MEETING OF THE CITY COUNCIL, OF THE CITY OF TUSTIN, HELD IN THE CITY HALL OF TUSTIN , ON MONDAY EVENING OCTOBER 17, 1949, AT 7:55 P. M. PRESENT WERE: COUNCILMEN HUMESTON, GRAY, MILLER, BACON AND CHARLETON. ABSENT WERE: NONE CITY ATTORNEY: C. ARTHUR NISSON JR. WAS PRESENT Mayor Humeston called the meeting to order at 7.55 P. M. Minutes of the proceeding'meeting were read and approved with the exception of a slight change in Paragraph 12 , in which the correction states that "A Minute Order was then granted to City Clerk Morris for permission to re- mover the Water Box across the street from the Fire Hall." Mr. Spencer Browning, of the Travelers Insurance Co., was present and submitted two aIternate plans for Group Insurance covering Tustin City Employees and the Volun- teer Fire Dept. Council discussed the matter and it was held over for further Consideration. Mayor Humeston brought up the matter of a Taxicab Fran- chise as had been requested by Mr. Arnold J. Posade at a previous meeting. City Attorney Nisson stated that Mr. Posade had been allowed two weeks in which to apply for a License to operate a taxicab and that he had not done so. After discussion it was decided that anyone applying for a License to do a Taxicab Business in Tus- tin would be given consideration depending on the time of application. Street Superlntendent McMullen announced a change in arrangements for the re-oiling of F Street, from Third to Main Streets, and of Third Street, from Prospect to F Streets. He stated that 15 barrels of oil was to be furnished by theCounty and 15 barrels by the City at a total cost of $38.62. Police Chief McMullen reported at length on his atten- dance at the meeting of the Peace Officers Association in Sacramento on October 5th and 6th. Mayor Humeston stated that he had been informed by Street Superintendent McMullen that the city owned Grader could be sold at this time for $1850.00 After discussion by the Council it was decided not to sell the Grader in the immediate future. PERMISSION The Council was informed by Street Superintendent GRANTED TO McMullen that Mr. R. R. Flood, of 150 North C Street, REMOVE TREE had requested permission to remove a large tree in the space between the sidewalk and curb in front of his residence at no cost to the city. Permission for him to do so was granted by the Council. THIRD STREET At Mayor Humeston's request City Attorney Nisson LEGALLY stated that Third Street, between C and B Streets, CLOSED is legally closed. City Auditor H. Louis Hanson was present and was in- formed that the probable cost of erecting the new City Hall and Fire Hall, due to various changes in the plans, had been estimated to have neen reduced in the amount of $19,628.66, which would reduce the entire cost of new and old construction of the pro- ject from $19,628.57 to approximately $14,940.91. Auditor Hanson then stated that this building pro- gram can be carried out by the city with financial security in the amount of approximately $15,000.00. 194 SHERMAN After considerable discussion of the building program SALTER Councilman Miller moved to accept the low bid of Mr. AWARDED Sherman Salter and to adopt Resolution No. 234 relat- CITY HALL ing to the acceptance of Mr. Salter's low bid. Seconded CONTRACT by Councilman Bacon the motion unanimously carried. Councilman Miller then moved that the Change Orders to be specified by Architect Roland Russell, and to be incorporated in Resolution No. 235, in the amount of $4,687.66 or more which is to be deducted from the amount of Mr. Saltors low bid of $19,628.57 and au- thorizing Mayor Vincent L. Humeston to enter into a contract with Mr. Salter and to execute the same on behalf of the city. Councilman Gray seconded the motion which was carried unanimously. BILLS. The following bills were presented to the Council, ap- proved and ordered paid on motion of Councilman Gray, seconded by Councilman Charleton and duly carried. Baier was declared to SALARY be a regular employee of the Tustin Police Department and was granted an increase of salary, effective Nov- ember 1, 1949, from $200.00 to $220.00 per month.
