Request: To expand the existing Pine Tree Pre-School
RECOMMENDED ACTION
Approval of the application by the adoption of draft Resolution
No. 1992.
BACKGROUND & DISCUSSION
An application has been submitted by the Owners of the Pine Tree
Pre-School to add 3530 sq. ft. (56% increase) of floor area to
accommodate 144 children, ages two through six. The teacher staff
will total twelv~ and the plan indicates provisions for 12 parking
spaces with approximately 140' feet of drop-off area (60' on Sixth
Street).
Use Permit 77-15 authorized the use of the Tustin Youth Center as a
pre-school day care facility. Because of substantial improvements
and class siz% an amendment to the original permit is required.
Staff concerns revolve around the parking and vehicle circulation
provisions. The conditions should be placed upon any approval:
The drive aisle should be a minimum of 25' wide plus an 8'
wide drop-off lane adjacent to the building.
Additional parking should be provided for the ocassional
visitor and/or delivery vehicle. Two spaces can be provided at
the rear of the property. One or two more spaces could be
provided in the front paved yard area, however, the applicant
does not wish to lose the play area at that location.

All signing proposals in the P&I District are subject to review by
the Planning Agency. The sign plan calls for:
1. 11 sq. ft. monument sign
2. 21 sq. ft. roof signs
The square footage of the signs is within the authority of the
Planning Agency to approve. Ordinance No. 684 does not, however,
authorize any roof signs. These signs could be approved if located
on a wall surface.
After discussion with applicant, it is believed that these concerns
can be worked out and staff findings resulted in a favorable
recommendation.

RESOLUTION NO. 1992
A RESOLUTION OF THE PLANNING AGENCY OF THE
CITY OF TUSTIN, AUTHORIZING THE EXPANSION
OF THE PRE-SCHOOL FOR 144 CHILDREN AT 600
W. SIXTH STREET
Agency of the City of Tustin does hereby resolve as
I. The Planning Agency finds and determines as follows:
A. That a proper application,(Use Permit No.81-23), has
been filed by George C. and Marvina H. Matthews to
request authorization to expand the Pine Tree Childrens
House School at 600 W. Sixth to allow for 144 children.
B. That a public hearing was duly called, noticed and
held on said application.
C. That establishment, maintenance, and operation of the
use applied for will not, under the circumstances of
this case, be detrimental to the health, safety, morals,
comfort, or general welfare of the persons residing or
working in the neighborhood of such proposed use,
evidenced by the following findings:
The use is in conformance with Land Use Element of the
Tustin Area General Plan and with the provisions of the
Public and Institutional District of the Zoning
Ordinance.
D. That the establishment, maintenance, and operation
of the use applied for will not be injurious or detri-
mental to the property and improvements in the neighbor-
hood of the subject property, nor to the general welfare
of the City of Tustin, and should be granted.
E. Proposed development shall be in accordance with the
development policies adopted by the City Council, Uni-
form Building Codes as administered by the Building
Official, Fire Code as administered by the Orange County
Fire Marshal and street improvement requirements as
administered by the City Engineer.
F. The proposal is categorically exempt from the
reporting requirements of the California Environmental
Quality Act.
G. Final development plans shall require the review and
approval of the Community Development Department.

II.
The Planning Agency hereby approves Use Permit No.81-23,
to authorize a 3530 square foot expansion of the Pine
Tree Childrens House subject to the following
conditions:
A. The final site plan shall be standardized and reflect
all appropriate City standard drawing numbers. The
developer shall construct all missing or damaged street
improvements to said development per the City of Tustin
"Minimum Design Standards of Public Works" and "Street
Improvement Standards". This work shall consist of,
but is not limited to: curbs and gutters, sidewalks,
drve apron, and street pavement.
B. That the driveway apron shall be widened to at least
25' and be constructed to City Standard 108A.
C. The interior drive shall be a minimum of 25' wide
plus an 8' wide drop-off lane adjacent to the building
and fence.
O. Signing is authorized as follows:
1 - 11 square foot single face monument sign no
higher than 3'-6"
i - 21 square foot wall mounted signs
E. The student population shall be limited to 144 during
the hours of 6:30 a.m. to 7:00 p.m. Monday thru Saturday
and no more than 12 staff members are authorized.
F. In addition to 12 parking spaces for staff use, two
visitors spaces shall be provided.
G. The Sixth Street drop-off space shall be repainted to
City standards.
PASSED AND ADOPTED at a regular meeting of the Tustin Planning
Agency, held on 20th day of July, 1981.
